and ‘‘(B) shall use such scholarship to pay costs related to the cost of attendance, as defined in section 47 2, at the institution of higher education in which the student is enrolled. ‘‘(2) AMOUNT AN D DURATION.—A Ralph Bunche scholarship awarded to a student under this section shall not exceed $ 5 ,000 per academic year.’’. SEC.618 . R E PO R T . Section 6 27 (as redesignated by section 617(1)) (20 U .S. C . 1131d) is amended by stri k ing ‘‘annually prepare a report’’ and inserting ‘‘prepare a report once every two years’’. SEC. 61 9 . GIF TS AND DONATIONS. Section 62 8 (as redesignated by section 617(1)) (20 U.S.C. 1131e) is amended by striking ‘‘annual report described in section 626’’ and inserting ‘‘report described in section 627’’. SEC. 6 20 .A U T H ORI Z ATION OF APPROPRIATIONS FOR THE INSTITUTE FOR INTERNATIONA L PU B LIC POLIC Y . Section 62 9 (as redesignated by section 617(1)) (20 U.S.C. 1131f) is amended— (1) by striking ‘‘$10,000,000’’ and inserting ‘‘such sums as may be necessary’’; (2) by striking ‘‘1999’’ and inserting ‘‘2009’’; and (3) by striking ‘‘4 succeeding’’ and inserting ‘‘five suc- ceeding’’. SEC. 621. DEFINITIONS. Section 631 (20 U.S.C. 1132) is amended— (1) by striking paragraph (7); (2) by redesignating paragraphs (2), (3), (4), (5), (6), (8), and (9), as paragraphs (7), (4), (8), (2), (10), (6), and (3), respec- tively; (3) in paragraph (2), as redesignated by paragraph (2), by striking ‘‘comprehensive language and area center’’ and inserting ‘‘comprehensive foreign language and area or inter- national studies center’’; (4) in paragraph (3), as redesignated by paragraph (2), by striking the period at the end and inserting a semicolon; (5) by inserting after paragraph (4), as redesignated by paragraph (2), the following

‘‘(5) the term ‘historically Black college and university’ has the meaning given the term ‘part B institution’ in section 322;’’; (6) in paragraph (6), as redesignated by paragraph (2), by striking ‘‘and’’ after the semicolon;
