I C E CHAIRMAN.— (A) CHAIRMAN.—The chairman of the Committee on Armed Services of the House of Representatives and the chairman of the Committee on Armed Services of the Senate shall j ointly designate one member of the commis- sion to serve as chairman of the commission. (B) V ICE CHAIRMAN.—The ranking minority member of the Committee on Armed Services of the House of Rep- resentatives and the ranking minority member of the Com- mittee on Armed Services of the Senate shall jointly des- ignate one member of the commission to serve as vice chairman of the commission. ( 3 ) P ERIO D O F APPOINTMENT; VACANCIES.—Members shall be appointed for the life of the commission. Any vacancy in the commission shall be filled in the same manner as the original appointment. (c) D U TIES.— (1) REVIE W .—The commission shall conduct a review of the strategic posture of the U nited States , including a strategic threat assessment and a detailed review of nuclear weapons policy, strategy, and force structure. (2) ASSESSMENT AND RECOMMENDATIONS.— (A) ASSESSMENT.—The commission shall assess the benefits and risks associated with the current strategic posture and nuclear weapons policies of the United States. (B) RECOMMENDATIONS.—The commission shall make recommendations as to the most appropriate strategic pos- ture and most effective nuclear weapons strategy. (d) COOPERATION F ROM G OVERNMENT.— (1) COOPERATION.— I n carrying out its duties, the commis- sion shall receive the full and timely cooperation of the Sec- retary of Defense, the Secretary of E nergy, the Secretary of State, the Director of N ational Intelligence, and any other United States Government official in providing the commission with analyses, briefings, and other information necessary for the fulfillment of its responsibilities. (2) L IAISON.—The Secretary of Defense, the Secretary of Energy, the Secretary of State, and the Director of National Intelligence shall each designate at least one officer or employee of the Department of Defense, the Department of Energy, the Department of State, and the intelligence community, respec- tively, to serve as a liaison officer between the department (or the intelligence community, as the case may be) and the commission.
