and ‘‘(II) a control group that will receive whatever regular financial aid and counseling services are available to all students at the institution of higher education. ‘‘(B) S TUDEN T S U C CESS GRA NT P R O GRA M .— E ligible institutions receiving a grant to carry out the program under subsection (d) shall wor k with the evaluator to track persistence and completion outcomes for students in such program, specifically the proportion of these students who take and complete developmental education courses, the proportion who take and complete college - level coursework, and the proportion who complete certificates and degrees. T he data shall be broken down by gender, race, ethnicity, and age and the evaluator shall assist institutions in ana- ly z ing these data to compare program participants to com- parable nonparticipants, using statistical techni q ues to con- trol for differences in the groups. ‘‘(g) R EPORT.—The Secretary shall— ‘‘( 1 ) provide a report to the authorizing committees that includes the evaluation and information on best practices and lessons learned during the pilot programs described in this section; and ‘‘( 2 ) disseminate the report to the public by making the report available on the D epartment ’ s website. ‘‘(h) SUPP L EMENT N OT SUPPLANT.— F unds made available under this section shall be use to supplement and not supplant other Federal, State, and local funds available to the institution to car- rying out the activities described in subsections (c) and (d). ‘‘(i) A UT H OR IZ ATION O F APPROPRIATIONS.—There are authorized to be appropriated to carry out this section such sums as may be necessary for fiscal year 2 0 0 9 and each of the five succeeding fiscal years. The Secretary may use not more than two percent of the amounts appropriated to provide the technical assistance and conduct the evaluations required under subsection (f). ‘ ‘ PARTL—S T UDEN TSA F ET Y AND C A M PUS EMER G ENCY MANAGEMENT ‘ ‘ SEC.821 .S TUD E N TS AF ET Y AND CA MP US EME RG ENCY MANAGEMENT. ‘‘(a) G RANTS AUTHORIZED.— ‘‘(1) IN GENERAL.—From the amounts appropriated under subsection (g), the Secretary is authorized to award grants, on a competitive basis, to institutions of higher education or consortia of institutions of higher education to enable institu- tions of higher education or consortia to pay the Federal share of the cost of carrying out the authorized activities described in subsection (c). ‘‘(2) C ONSULTATION W ITH THE ATTORNE Y GENERAL AND THE SECRETARY OF HOMELAND SECURITY.— W here appropriate, the Secretary shall award grants under this section in consultation 20USC1 1 6 1 l.Grants .
