( 2 ) account for any additional aggravating or mitigating circumstances that might j ustify e x ceptions to the generally applicable sentencing ranges; (3) ma k e any conforming changes to the sentencing guide- lines; and ( 4 ) assure that the guidelines ade q uately meet the purposes of sentencing as set forth in section 3 5 53(a)(2) of title 1 8 , United States Code.
