N one of the funds made available in this Act may be used to modify the standards applicable to the determination of the entitlement of veterans to special monthly pensions under sections 15 1 3( a ) and 15 2 1(e) of title 38, U nited States Code, as in effect pursuant to the opinion of the United States Court of Appeals for Veterans Claims in the case of Hartness v. Nicholson (No. 04 – 0888, J uly 21, 200 6 ). SEC. 40 9 . None of the funds made available in this Act may be used for a pro j ect or program named for an individual then serving as a Member, D elegate, or Resident Commissioner of the United States Congress.
