and ‘‘( 2 ) submit the proposal to any resource ad v isory committee established under section 2 0 5 for the participating county. ‘ ‘ SEC.30 3. CE RTIF IC A TI ON . ‘‘(a) INGE NERAL.— N ot later than F ebruary 1 of the year after the year in which any county funds were e x pended by a partici- pating county, the appropriate official of the participating county shall submit to the S ecretary concerned a certification that the county funds expended in the applicable year have been used for the uses authori z ed under section 3 02(a), including a description of the amounts expended and the uses for which the amounts were expended. ‘‘(b) R E VI E W .— T he Secretary concerned shall review the certifi- cations submitted under subsection (a) as the Secretary concerned determines to be appropriate. ‘‘SEC. 30 4 . TER M INATION OF A U T H ORIT Y . ‘‘(a) IN GENERAL.—The authority to initiate pro j ects under this title terminates on September 30, 2011. ‘‘(b) AVAILA B ILI TY .—Any county funds not obligated by Sep- tember 30, 2012, shall be returned to the Treasury of the U nited States. ‘ ‘ TI T LE I V—M I SC ELL AN E OU S PR OVISIONS ‘‘SEC. 40 1 .RE G U L ATIONS. ‘‘The Secretary of Agriculture and the Secretary of the Interior shall issue regulations to carry out the purposes of this Act. ‘‘SEC. 40 2 . AUTHORI Z ATION OF A P PROPRIATIONS. ‘‘There are authorized to be appropriated such sums as are necessary to carry out this Act for each of fiscal years 200 8 through 2011. ‘‘SEC. 403. TREATMENT OF FUN D SANDRE V ENUES. ‘‘(a) RELATION TO O T H ER APPROPRIATIONS.—Funds made avail- able under section 402 and funds made available to a Secretary concerned under section 20 6 shall be in addition to any other annual appropriations for the Forest Service and the B ureau of L and M anagement. ‘‘(b) D EPOSIT O F REVEN U ES AN D OTHER FUNDS.—All revenues generated from projects pursuant to title II, including any interest accrued from the revenues, shall be deposited in the Treasury of the United States. ’ ’.
