12 2 STA T .3956PUBLIC LA W 11 0– 351 —O CT. 7, 200 8‘ ‘ (1)KINSH I P N AV I G A TOR PROGRA M S .—TheS e cr e ta r ys ha l l reser v e $5,0 00,000 of the f und s m ade ava i la b le under sub - section (h) for each fiscal year for g rants to im p lement k inship navigator programs described in subsection (a)(1). ‘‘( 2 ) E VA LU ATION.—The Secretary shall reserve 3 percent of the funds made available under subsection (h) for each fiscal year for the conduct of a rigorous evaluation of the activities funded w ith grants under this section. ‘‘(3) T EC HNICAL ASSISTANCE.—The Secretary may reserve 2 percent of the funds made available under subsection (h) for each fiscal year to provide technical assistance to recipients of grants under this section. ‘‘(h) A PPROPRIATION.— O ut of any money in the Treasury of the U nited States not otherwise appropriated, there are appro- priated to the Secretary for purposes of making grants under this section $15,000,000 for each of fiscal years 200 9 through 2013. ’ ’. (b) C ON F ORMING AMEN D MENT.—Section 4 25 of such Act (42 U.S.C. 6 25) is amended by inserting ‘‘(other than sections 426, 42 7 , and 429)’’ after ‘‘this subpart’’. (c) R ENAMING OF P ROGRAM.—The subpart heading for subpart 1 of part B of title IV of such Act is amended to read as follows

‘ Subpart1— St e p h a ni e T ubb sJo nes C hi ldW el f are Ser v i c es P ro g ra m’ ’ .SEC.103 . NOTIF IC A TION OF R E L ATI V ES. Section 471(a) of the Social Security Act (42 U.S.C. 671(a)), as amended by section 101(a) of this Act, is amended— (1) by striking ‘‘and’’ at the end of paragraph (27)

(2) by striking the period at the end of paragraph (2 8 ) and inserting ‘‘; and’’; and (3) by adding at the end the following: ‘‘(29) provides that, within 30 days after the removal of a child from the custody of the parent or parents of the child, the State shall e x ercise due diligence to identify and provide notice to all adult grandparents and other adult relatives of the child (including any other adult relatives suggested by the parents), sub j ect to exceptions due to family or domestic violence, that— ‘‘(A) specifies that the child has been or is being removed from the custody of the parent or parents of the child; ‘‘(B) explains the options the relative has under F ed- eral, State, and local law to participate in the care and placement of the child, including any options that may be lost by failing to respond to the notice; ‘‘(C) describes the re q uirements under paragraph (10) of this subsection to become a foster family home and the additional services and supports that are available for children placed in such a home; and ‘‘( D ) if the State has elected the option to make kinship guardianship assistance payments under paragraph (28) of this subsection, describes how the relative guardian of the child may subsequently enter into an agreement with the State under section 473(d) to receive the payments.’’.
