(a)REPORT RE QUI RE D.— ( 1 ) ING ENER AL .— Notl at er t h a nM ar c h 3 1 ,20 0 8 , the S ec - retar y o fD efen s e, i n cons u ltation w ith the Secretary of State, shall su bm ittothea p propriate con g ressional committees a report on enhancing security an d stability in the region along the border of A fghanistan and P a k istan. (2) MATTER S TO B EIN C LUDED.— T he report re q uired under paragraph (1) shall include the following

(A) A detailed description of the efforts by the G o v ern- ment of Pakistan to achieve the following ob j ectives: (i) E liminate safe havens for Taliban, Al Q aeda, and other violent e x tremist forces on the national terri- tory of Pakistan. (ii) Prevent the movement of such forces across the border of Pakistan into Afghanistan to engage in insurgent or terrorist activities. ( B ) An assessment of the Secretary of Defense as to whether Pakistan is making substantial and sustained efforts to achieve the objectives specified in subparagraph (A). (3) F OR M .—The report required under paragraph (1) shall be submitted in unclassified form, but may include a classified annex. ( 4 ) L IMITATION.— (A) IN GENERAL.—If the Secretary of Defense does not submit the report required under paragraph (1) by March 31, 2008, then after such date the Government of Pakistan may not be reimbursed under the authority of any provision of law described in subparagraph (B) for logistical, military, or other support provided by Pakistan to the U nited States until the Secretary submits to the appropriate congres- sional committees the report required by such paragraph. (B) PRO V ISIONS O F LA W .—The provisions of law referred to in subparagraph (A) are the following: (i) Section 1233. (ii) Any other provision of law under which pay- ments are authori z ed to reimburse key cooperating nations for logistical, military, or other support pro- vided by that nation to or in connection with United States military operations. ( 5 ) APPROPRIATE CONGRESSIONAL COMMITTEES DEFINED.— In this subsection, the term ‘ ‘appropriate congressional commit- tees ’ ’ means— (A) the C ommittee on Armed Services, the Committee on Appropriations, and the Committee on Foreign Affairs of the H ouse of Representatives

and (B) the Committee on Armed Services, the Committee on Appropriations, and the Committee on Foreign Relations of the Senate. (b) NOTIFICATION RELATING TO DEPARTMENT OF DEFENSE COALITION SUPPORT FUNDS FOR PA K ISTAN.— (1) NOTIFICATION.— (A) IN GENERAL.—Not less than 15 days before making any reimbursement to the Government of Pakistan under Deadlin e .
