SEC.102 . JUDI CI ALR E V IE WOF ADO PT IO N AND REVISION BY T H E SECRETARY OF VETERANS AFFAIRS OF THE SCHEDULE OF RATIN G S FOR DISABILITIES OF VETERANS. Section 502 is amended by stri k ing ‘‘(other than an action relating to the adoption or revision of the schedule of ratings for disabilities adopted under section 1155 of this title)’’. SEC. 10 3 . CONFOR M ING AMENDMENT RELATING TO NON - DEDUCT- IBILITY FROM VETERANS ’ DISABILITY COMPENSATION OF DISABILITY SEVERANCE PAY FOR DISABILITIES INCURRED BY MEMBERS OF THE ARMED FORCES IN COMBAT Z ONES. (a) C ONF O RM IN G AM E N D MENT.—Section 1 64 6of the W ounded Warrior Act (title XVI of P ublic L aw 110 – 181; 122 Stat. 4 7 2) is amended— (1) by redesignating subsection (c) as subsection (d); and (2) by inserting after subsection (b) the following new sub- section (c)

‘‘(c) CONFORMING AMENDMENT.—Section 1161 of title 38, United States Code, is amended by striking ‘as required by section 1212(c) of title 10’ and inserting ‘to the e x tent required by section 1212(d) of title 10’.’’. (b) E FFECTI V E D ATE.—The amendments made by subsection (a) shall take effect on J anuary 28, 2008 (the date of the enactment of the Wounded Warrior Act), as if included in that Act, to which they relate. SEC. 10 4 . REPORT ON PROGRESS OF THE SECRETARY OF VETERANS AFFAIRS IN ADDRESSING CAUSES FOR VARIANCES IN COM- PENSATION PAYMENTS FOR VETERANS FOR SERVICE-CON- NECTED DISABILITIES. (a) R EPORT RE QU IRED.— N ot later than one year after the date of the enactment of this Act, the Secretary of Veterans Affairs shall submit to the Committee on Veterans’ Affairs of the Senate and the Committee on Veterans’ Affairs of the H ouse of Representa- tives a report describing the progress of the Secretary in addressing the causes of unacceptable variances in compensation payments for veterans for service-connected disabilities. (b) ELEMENT S .—The report required under subsection (a) shall include the following: (1) A description of the efforts of the Veterans B enefits Administration to coordinate with the Veterans Health Administration to improve the quality of examinations of vet- erans with service-connected disabilities that are performed by the Veterans Health Administration and contract clinicians, 38USC1 1 6 1 note. 1 0 USC 1 2 12 note. 38 USC 5 02. 38 USC 5103 note.
