(a)DESIGNAT I O NIN IR A Q.—TheS e cr e t ar yof State s ha l l d es -ign ateinthee mb assy of the U nited States in B aghdad , Ira q , a Senior C oordinator for Iraqi R ef u gees and Internally Dis p laced P ersons (referred to in this section as the ‘ ‘Senior Coordinator ’ ’). (b) RES P ONSI B I L ITIES.—The Senior Coordinator shall be respon- sible for the o v ersight of processing for the resettlement in the United States of refugees of special humanitarian concern, special immigrant visa programs in Iraq, and the development and implementation of other appropriate policies and programs con- cerning Iraqi refugees and internally displaced persons. The Senior Coordinator shall have the authority to refer persons to the United States refugee resettlement program. (c) DESIGNATION O FAD DITIONAL SENIOR COORDINATORS.—The Secretary of State shall designate in the embassies of the United States in Cairo, E gypt, Amman, J ordan, Damascus, Syria, and Beirut, L ebanon, a Senior Coordinator to oversee resettlement in the United States of refugees of special humanitarian concern in those countries to ensure their applications to the United States refugee resettlement program are processed in an orderly manner and w ithout delay. SEC. 124 6 . COUNTRIES W IT H SIGNIFICANT POPULATIONS OF IRAQI REFUGEES. W ith respect to each country with a significant population of Iraqi refugees, including Iraq, Jordan, Egypt, Syria, Tur k ey, and Lebanon, the Secretary of State shall— ( 1 ) as appropriate, consult with the appropriate government officials of such countries and other countries and the United N ations H igh Commissioner for Refugees regarding resettle- ment of the most vulnerable members of such refugee popu- lations
and ( 2 ) as appropriate, e x cept where otherwise prohibited by the laws of the United States, develop mechanisms in and provide assistance to countries with a significant population of Iraqi refugees to ensure the well-being and safety of such populations in their host environments. SEC. 124 7 . M OTION TO REOPEN DENIAL OR TERMINATION OF ASYLUM. An alien who applied for asylum or withholding of removal and whose claim was denied on or after M arch 1, 2 0 0 3 , byan asylum officer or an immigration j udge solely, or in part, on the basis of changed country conditions may, notwithstanding any other provision of law, file a motion to reopen such claim in accordance with subparagraphs (A) and (B) of section 2 4 0(c)( 7 ) of the Immigra- tion and Nationality Act ( 8 U.S.C. 122 9 a(c)(7)) not later than six months after the date of the enactment of the Refugee Crisis in Iraq Act if the alien— (1) is a citi z en or national of Iraq; and (2) has remained in the United States since the date of such denial. SEC. 124 8 . REPORTS. (a) SE C RETAR Y OF HO M ELAND SEC U RITY.—Not later than 120 days after the date of the enactment of this Act, the Secretary of Homeland Security shall submit to the Committee on the
