(b) C ERTIF I CA TI ONSR E QU IRE D . —I f the Secretary recommends under subsection (a)(6) that Congress authorize a multiyear procure - ment contract for the aircraft, the Secretary shall include in the report under subsection (a) the certifications re q uired by section 23 0 6b of title 1 0, U nited States Code, to enable the award of a multiyear contract beginning with fiscal year 2010. ‘(b) AD V ANCE PROCURE M ENT AND CONSTRUCTION OF COM P O- NENTS.—The Secretary may enter into one or more contracts for advance procurement and advance construction of those components for the V irginia-class submarine program for which authorization to enter into a multiyear procurement contract is granted under subsection (a) if the Secretary determines that cost savings or construction efficiencies may be achieved for Virginia-class sub- marines through the use of such contracts. ’ ’. Section 135(b) of the J ohn W arner National Defense Authoriza- tion Act for Fiscal Year 200 7 (Public Law 10 9 –364; 120 Stat. 2114) is amended by stri k ing ‘‘each K C–135 E aircraft that is retired’’ and inserting ‘‘at least 74 of the KC–135E aircraft retired’’. SEC. 132. REPEAL OF MULTI-YEAR CONTRACT AUTHORITY FOR PROCUREMENT OF TANKER AIRCRAFT. Section 135 of the National Defense Authorization Act for Fiscal Year 2004 (10 U.S.C. 2401a note) is repealed. SEC. 133. REPORTS ON KC– (X) TANKER AIRCRAFT RE Q UIREMENTS. (a) REPORT REQUIRED.—Not later than M arch 1, 2009, the Secretary of Defense shall submit to the congressional defense committees a report regarding the competition for the KC-( X ) tanker
