(a) O BLIGAT I ON O FS TO CKP IL EFU N DS .—Durin g fiscal y ear 200 8 , the N ational Defense Stoc k pile Manager may o b ligate up to $44,825,000 of the funds in the National Defense Stockpile T rans- action Fund established under subsection (a) of section 9 of the Strategic and C ritical Materials Stock Piling A ct (50 U .S.C. 98h) for the authori z ed uses of such funds under subsection (b)(2) of such section, including the disposal of hazardous materials that are environmentally sensitive. (b) ADDITIONAL OBLIGATIONS.—The National Defense Stockpile Manager may obligate amounts in e x cess of the amount specified in subsection (a) if the National Defense Stockpile Manager notifies Congress that extraordinary or emergency conditions necessitate the additional obligations. The National Defense Stockpile Manager may make the additional obligations described in the notification after the end of the 45-day period beginning on the date on which Congress receives the notification. (c) L I M ITATIONS.—The authorities provided by this section shall be sub j ect to such limitations as may be provided in appropriations Acts. SEC. 141 2 .RE V ISIONS TO RE Q UIRED RECEIPT O BJ ECTIVES FOR PRE - VIOUSL Y AUTHORIZED DISPOSALS FRO M THE NATIONAL DEFENSE STOCKPILE. (a) FISCAL Y EA R 2000 DISPOSAL AUT H ORIT Y .—Section 3 402(b) of the National Defense Authorization Act for Fiscal Year 2000 (50 U.S.C. 98d note), as amended by section 3302 of the National Defense Authorization Act for Fiscal Year 2004 (Public Law 108 – 13 6

7 Stat. 1788) and section 3302 of the National Defense Authorization Act for Fiscal Year 2006 (Public Law 109–163; 119 Stat. 3545), is amended by striking ‘ ‘$600,000,000 before ’ ’ in para- graph (5) and inserting ‘‘$710,000,000 by’’. (b) FISCAL YEAR 1999 DISPOSAL AUTHORITY.—Section 3303(a) of the Strom Thurmond National Defense Authorization Act for Fiscal Year 1999 (Public Law 105–261; 50 U.S.C. 98d note), as amended by section 3302 of the R onald W . Reagan National Defense Authorization Act for Year 2005 (Public Law 108–375; 118 Stat. 2193), section 3302 of the National Defense Authorization Act for Fiscal Year 2006 (Public Law 109–163; 119 Stat. 3545), and section 3302(a) of the J ohn Warner National Defense Authorization Act for Fiscal Year 2007 (Public Law 109–364; 120 Stat. 2513), is amended by striking ‘‘$1,016,000,000 by the end of fiscal year 2014’’ in paragraph (7) and inserting ‘‘$1,066,000,000 by the end of fiscal year 2015’’. SEC. 141 3 . DISPOSAL OF FERROMAN G ANESE.
