( 5 ) An assessment of barriers to the participation of covered educational institutions in the research and educational pro- grams and activities of the Department of Defense. ( 6 ) R ecommendations to increase the capacity of covered educational institutions to participate in research and edu- cational programs and activities that are critical to the national security functions of the Department of Defense. ( 7 ) Any other matters the S ecretary of Defense considers appropriate. (d) CO O PERATI O N O F DEFEN S E O R G ANI Z ATIONS. —T he Secretary of Defense shall ensure that the relevant elements of the Depart- ment of Defense provide all information necessary for the completion of the assessment re q uired under subsection (a). (e) DEFINITIONS.— I n this section

( 1 ) The term ‘ ‘covered educational institutions ’ ’ means— (A) a historically B lac k college or university that is a part B institution, as defined in section 32 2(2) of the H igher E ducation Act of 1 9 65 (2 0U .S.C. 1061(2))

(B) a minority institution, as defined in section 365(3) of that Act (20 U.S.C. 1067k(3)); (C) a Hispanic-serving institution, as defined in section 502(a)(5) of that Act (20 U.S.C. 1101a(a)(5)); (D) a Tribal College or University, as defined in section 316(b)(3) of that Act (20 U.S.C. 1059c(b)(3)); and (E) other minority postsecondary institutions. (2) The term ‘‘research and educational programs and activities’’ includes programs and activities relating to research, development, test, and evaluation and education. SEC.243 . R E PO R T O ND EP A RT M ENT O F DEFENSE RESPONSE TO F I NDIN G S AND RECOMMENDATIONS OF T H E DEFENSE SCIENCE B OARD TAS K FORCE ON DIRECTED ENERG YW EAPONS. (a) REPORT RE QU IRE D .— N ot later than J anuary 1, 2010, the Secretary of Defense shall submit to the Committee on Armed Services of the Senate and the Committee on Armed Services of the House of Representatives a report on the implementation of the recommendations of the Defense Science Board Task F orce on Directed Energy W eapons. (b) E L E M ENTS.—The report required by subsection (a) shall include the following: (1) An analysis of each of the findings and recommendations of the Defense Science Board Task Force on Directed Energy Weapons. (2) A detailed description of the response of the Department of Defense to each finding and recommendation of the Task Force, including— (A) for each recommendation that is being implemented or that the Secretary plans to implement— (i) a summary of actions that have been taken to implement such recommendation; and
