‘‘(8) PAY AND ANNUITIES OF MEMBERS AND STAFF ON FED- ERAL REEMPLOYMENT.— I f warranted by circumstances described in subparagraph (A) or ( B ) of section 8344(i)(1) of title 5,U nited States Code, or by circumstances described in subparagraph (A) or (B) of section 84 6 8(f)(1) of such title, as applicable, a co-chairman of the Commission may e x ercise, with respect to the members and staff of the Commission, the same waiver authority as would be available to the Director of the O ffice of Personnel Management under such section.’’. (c) E FFE C TI V E DATE.— (1) NATURE OF COMMISSION.—The amendment made by subsection (a) shall ta k e effect as of J anuary 28, 2008, as if included in the enactment of the National Defense Authoriza- tion Act for Fiscal Year 2008. (2) PAY AND ANNUITIES.—The amendment made by sub- section (b) shall apply to members and staff of the Commission on W artime Contracting in Ira q and Afghanistan appointed or employed, as the case may be, on or after that date. SEC. 85 2 . COM P REHENSI V E AUDIT OF SPARE PARTS PURCHASES AND DEPOT OVERHAUL AND MAINTENANCE OF EQUIPMENT FOR OPERATIONS IN IRAQ AND AFGHANISTAN. (a) AUDITS RE Q UIRED.—The Army Audit Agency, the Navy Audit Service, and the Air Force Audit Agency shall each conduct thorough audits to identify potential waste, fraud, and abuse in the performance of the following: (1) Department of Defense contracts, subcontracts, and task and delivery orders for— (A) depot overhaul and maintenance of equipment for the military in Iraq and Afghanistan; and (B) spare parts for military equipment used in Iraq and Afghanistan; and (2) Department of Defense in-house overhaul and mainte- nance of military equipment used in Iraq and Afghanistan. (b) COMPRE H ENSIVE AUDIT PLAN.— (1) PLANS.—The Army Audit Agency, the Navy Audit Service, and the Air Force Audit Agency shall, in coordination with the Inspector G eneral of the Department of Defense, develop a comprehensive plan for a series of audits to discharge the requirements of subsection (a). (2) INCORPORATION INTO REQUIRED AUDIT PLAN.—The plan developed under paragraph (1) shall be submitted to the Ap p licab ili ty.
