Such amounts shall be credited, pursu - ant to subsection (c) o f section 2695 of such title, to the appropria- tion, fund, or account from which such expenses were paid. I f amounts are collected from the State in advance of the Secretary incurring such expenses, and the amount collected exceeds the expenses actually incurred by the Secretary, the Secretary shall refund the excess amount to the State. (d) DESCRIPT I ON O FP ROPERT Y . —T he exact acreage and legal description of the real property authorized to be conveyed under subsection (a) shall be determined by a survey satisfactory to the Secretary and the State. (e) AD DITION AL TER M S AND C ONDITIONS.—The Secretary may re q uire such additional terms and conditions in connection with the conveyance authorized under subsection (a) as the Secretary considers appropriate to protect the interests of the U nited States. SEC.2846 . LAND C O N V E Y ANCE , A RM Y P ROPER T Y, CAMP WI LLIAMS, U TA H . (a) CON V EYANCE A U T H ORI Z ED.—If the Secretary of the Army determines that it is the national security interest of the United States, the Secretary may convey, without consideration, to the State of Utah (in this section, the ‘ ‘State ’ ’) on behalf of the Utah N ational G uard all right, title, and interest of the United States in and to two parcels of real property, including improvements thereon, that are located within the boundaries of Camp W illiams, Utah, consisting of approximately 6 08 acres and 3 08 acres, respec- tively, and are identified in the Utah National Guard master plan. (b) CONDITION.—As a condition of the conveyance, the Secretary shall, not later than 2 1 days before carrying out the conveyance, submit a report to Congress certifying that the purpose of the conveyance is to further the interest of national security and the property conveyed will be used for military purposes only. (c) R EVERSIONARY INTEREST.—If the Secretary determines at any time that the real property conveyed under subsection (a), or any portion thereof, has been sold or is not being used in a manner consistent with subsection (b), the property shall revert, at the option of the Secretary, to the United States, and the United States shall have the right of immediate entry onto the property. Any determination of the Secretary under this subsection shall be made on the record after consultation with the Governor of the State of Utah and an opportunity for a hearing. (d) PAYMENT OF COSTS OF CONVEYANCE.— (1) PAYMENT RE Q UIRED.—The Secretary shall require the State to cover costs to be incurred by the Secretary, or to reimburse the Secretary for costs incurred by the Secretary, to carry out the conveyance under subsection (a), including survey costs, costs related to environmental documentation, and other administrative costs related to the conveyance. If amounts are collected from the State in advance of the Sec- retary incurring the actual costs, and the amount collected exceeds the costs actually incurred by the Secretary to carry out the conveyance, the Secretary shall refund the excess amount to the State.
