( a )I n the H ouse, with respect to consideration of any bill, joint resolution, amendment, or conference report that would have the net effect of increasing the deficit or reducing the surplus for the period of fiscal years 2008 through 2013 or the period of fiscal years 2008 through 2018 and that would decrease total revenues for the period of fiscal years 200 9 through 2013 below the C ongres - sional B udget O ffice baseline for this concurrent resolution on the budget, the Chairman of the Committee on the Budget shall increase the revenue aggregates by $3 4 0,5 7 0,000,000 for the period of fiscal years 2009 through 2013 if the Chairman determines that such legislation does not include language consistent with the applicable provision set forth in the joint explanatory statement of managers accompanying this concurrent resolution. The Chair- man may readjust such levels upon disposition of any measure under this section. (b) Section 321 of S. Con. DEFICIT - NEUTRA L RESERVE FUND TO STREN G THEN AND STIMULATE THE AMERICAN ECONOM Y AND P ROVIDE ECONOMIC RELIEF TO AMERICAN FAMILIES. (a) T AX R ELI E F . — The Chairman of the Senate Committee on the Budget may revise the aggregates, allocations, and other appro- priate levels in this resolution for one or more bills, joint resolutions, amendments, motions, or conference reports that would provide tax relief, including extensions of expiring and expired tax relief and refundable tax relief, by the amounts provided in that legisla- tion for those purposes, provided that such legislation would not increase the deficit over either the period of the total of fiscal years 2008 through 2013 or the period of the total of fiscal years 2008 through 2018. (b) M A NU FA CT U R IN G .—The Chairman of the Senate Committee on the Budget may revise the allocations, aggregates, and other appropriate levels in this resolution for one or more bills, joint resolutions, amendments, motions, or conference reports, including tax legislation, that would revitali z e the U nited States domestic manufacturing sector by increasing Federal research and develop- ment, by expanding the scope and effectiveness of manufacturing programs across the Federal government, by increasing efforts to train and retrain manufacturing wor k ers, by increasing support for development of alternative fuels and leap-ahead automotive
