(2) COUNT YP AYMENTS.—The Chairman of the Senate Com - mittee on the Budget may revise the allocations of a committee or committees, aggregates, and other appropriate levels and limits in this resolution for one or more bills, joint resolutions, amendments, motions, or conference reports that provide for the reauthorization of the Secure Rural Schools and Community Self- D etermination Act of 2000 ( P ublic L aw 10 6– 3 9 3), ma k e changes to the Payments in Lieu of Ta x esActof19 7 6 (Public Law 9 4 –565), or both, by the amounts provided by that legisla- tion for those purposes, provided that such legislation would not increase the deficit over either the period of the total of fiscal years 2008 through 2013 or the period of the total of fiscal years 2008 through 2018. SEC.2 22. D E FI CI T-N E U T RAL RESER V EFUNDF O RI MP ROVIN G EDU- CATION. The Chairman of the Senate Committee on the Budget may revise the allocations of a committee or committees, aggregates, and other levels and limits in this resolution for one or more bills, joint resolutions, amendments, motions, or conference reports that would improve education, which may include— (1) making higher education more accessible or more afford- able, which may include increasing funding for the Federal Pell G rant program or increasing Federal student loan limits
(2) facilitating modernization of school facilities through renovation or construction bonds, reducing the cost of teachers’ out-of-pocket expenses for school supplies, or providing tax incentives for highly- q ualified teachers to serve in high-needs schools; (3) improving student achievement during secondary edu- cation, including middle school completion, increasing high school graduation, and preparing students for higher education and the workforce; or (4) promoting flexibility and accountability in Federal edu- cation programs by the amounts provided in such legislation for such purposes, provided that such legislation would not increase the deficit over either the period of the total of fiscal years 2008 through 2013 or the period of the total of fiscal years 2008 through 2018.
