D E FI CI T-N E U T RAL RESER V EFUNDF O RDE M ONSTRATION P RO J ECT RE G ARDING MEDICAID COVERAGE OF LO W - INCOME H IV-INFECTED INDIVIDUALS. T he C hairman of the S enate Committee on the B udget may revise the allocations of a committee or committees, aggregates, and other appropriate levels in this resolution for one or more bills, joint resolutions, amendments, motions or conference reports that provide for a demonstration project under which a State may apply under section 111 5 of the Social Security Act (4 2 U .S.C. 1315 ) to provide medical assistance under a State M edicaid program to HIV- infected individuals who are not eligible for medical assist- ance under such program under section 1 9 02(a)(10)(A)(i) of the Social Security Act (42 U.S.C. 139 6 a(a)(10)(A)(i)), by the amounts provided in that legislation for those purposes, provided that such legislation would not increase the deficit over either the total of the period of fiscal years 2008 through 2013 or the total of the period of fiscal years 2008 through 2018. SEC. 23 6 . DEFICIT-NEUTRAL RESERVE FUND FOR REDUCING THE INCOME THRESHOLD FOR THE REFUNDA B LE CHILD TA X CREDIT , AND OTHER SELECTED TAX RELIEF POLICIES. The Chairman of the Senate Committee on the Budget may revise the allocations, aggregates, and other levels in this resolution for one or more bills, joint resolutions, amendments, motions, or conference reports that would reduce the income threshold for the refundable child tax credit under section 24 of the Internal R evenue Code of 1986 to $ 10,000 for taxable years 2009 and 2010 with no inflation adjustment

extend enhanced charitable giving from individual retirement accounts, including life-income gifts; or incentivi z e utilization of accumulated alternative minimum tax and research and development credits, by the amounts provided in such legislation for those purposes, provided that such legislation would not increase the deficit over either the period of the total of fiscal years 2008 through 2013 or the period of the total of fiscal years 2008 through 2018. SEC. 23 7 . DEFICIT-NEUTRAL RESERVE FUND FOR A 9/1 1 HEALTH PRO- GRAM. The Chairman of the Senate Committee on the Budget may revise the allocations, aggregates, and other levels and limits in this resolution for a bill, joint resolution, motion, amendment, or conference report that would establish a program, including medical monitoring and treatment, addressing the adverse health impacts
