( c ) EF F ECTO F LIM IT A TIO N . — The limitation im p osed b y sub - section (a) prohibits the issuance o f contract solicitations for the pri v ati z ation of temporary lodging facilities at any military installa- tion not specified in subsection (b). (d) R E P O R TIN G RE QU IREMENT S .— (1) REPORT BY SECRETARY OF T H E ARMY.— N ot earlier than eight months after the date on w hich the notice of transfer associated with the military installations specified in subsection (b) is issued, the Secretary of the A rmy shall submit to the congressional defense committees and the C omptroller G eneral a report that— (A) describes the implementation of the privatization of temporary lodging facilities at the installations specified in subsection (b)

( B ) evaluates the efficiency of the program; and (C) contains such recommendations as the Secretary considers appropriate regarding expansion of the program. (2) REPORT BY COMPTRO L LER GENERAL.—Not later than 9 0 days after receiving the report under paragraph (1), the Comptroller General shall submit to the congressional defense committees a review of both the privatization of temporary lodging facilities and the report of the Secretary. SEC.2809 . TWO-Y E AR E X TE N S I ONO F TE MP ORARY PRO G RAM TO U SE MINOR MI L ITARY CONSTRUCTION AUT H ORITY FOR CONSTRUCTION OF CHIL D DE V ELOPMENT CENTERS. (a) E X TENSION.—Subsection (e) of section 2 8 10 of the Military Construction Authorization Act for Fiscal Y ear 200 6 (division B of P ublic Law 109 – 163; 119 Stat. 3 5 10) is amended by striking ‘ ‘September 30, 200 7’ ’ and inserting ‘‘September 30, 2009’’. (b) REPORT REQUIRE D .—Subsection (d) of such section is amended by striking ‘‘March 1, 2007’’ and inserting ‘‘March 1, 2009’’. SEC. 28 1 0. REPORT ON HOUSING PRIVATI Z ATION INITIATIVES. (a) REPORT REQUIRED.—Not later than March 31, 2008, the Comptroller General shall submit to the Committees on Armed Services of the Senate and the House of Representatives a report containing— (1) a list of all housing privatization transactions carried out by the D epartment of Defense that, as of such date, are behind schedule or in default; and (2) recommendations regarding the opportunities for the Federal Government to ensure that all terms of each housing privatization transaction are completed according to the original schedule and budget. (b) SPECIFIC I NFORMATION REGARDING EACH TRANSACTION.— For each housing privatization transaction included in the report re q uired by subsection (a), the report shall provide a description of the following

(1) The reasons for schedule delays, cost overruns, or default. (2) How solicitations and competitions were conducted for the pro j ect.
