(C) An analysis of alternatives for enhancing econo m ic development opportunities in southeastern Colorado at the current S ite or through any proposed e x pansion , including the consideration of the following alternatives

(i) T he leasing of land on the Site or any expansion of the Site to ranchers for grazing. (ii) The leasing of land from private landowners for training. (iii) The procurement of additional services and goods, including b iofuels and beef, from local businesses. (iv) The creation of an economic development fund to benefit communities, local governments, and businesses in southeastern Colorado. (v) The establishment of an outreach office to pro - vide technical assistance to local businesses that wish to bid on D epartment of Defense contracts. (vi) The establishment of partnerships with local governments and organizations to expand regional tourism through expanded access to sites of historic, cultural, and environmental interest on the Site. (vii) An ac q uisition policy that allows willing sellers to minimize the tax impact of a sale. (viii) Additional investments in Army missions and personnel, such as stationing an active duty unit at the Site, including — ( I ) an analysis of anticipated operational bene- fits

and (II) an analysis of economic impacts to sur- rounding communities. ( 3 ) POTEN T IALPCMS LAN D E X PANSION MAP DE F INED.—In this subsection, the term ‘ ‘Potential PC M S L and expansion map ’ ’ means the J une 20 0 7 map entitled ‘‘Potential PCMS Land expansion’’. (b) COMPT R OLLER G ENERAL R E V IE W OF REPORT.— N ot later than 18 0 days after the Secretary of Defense submits the report required under subsection (a), the Comptroller General of the U nited States shall submit to Congress a review of the report and of the j ustifica- tion of the Army for expansion at the Site. (c) P UB LIC COMMENT.—After the report required under sub- section (b) is submitted to Congress, the Army shall solicit public comment on the report for a period of not less than 9 0 days.
