( 3 ) PUB L I CA V AILABILI TY .—Each map and legal description filed under paragraph (1) shall be on file and available for public inspection in the appropriate offices of the Coast G uard and the City. (g) A D DITIO N AL TER MS AND CONDITIONS.—The Commandant may re q uire such additional terms and conditions in connection with the exchange under this section as the Commandant considers appropriate to protect the interests of the U nited States. (h) E XP IRATION OF AUT H ORITY TO CONVEY.—The authority to enter into the exchange authori z ed by this section shall expire three years after the date of enactment of this Act. SEC.2846 . TRAN S F ER O F JU R I S D ICTION , FOR M ER NI K E MISSI L E SITE, G ROSSE ILE, MIC H IGAN. (a) TRANSFER.—Administrative j urisdiction over the property described in subsection (b) is hereby transferred from the Adminis- trator of the Environmental Protection Agency to the Secretary of the I nterior. (b) PROPERTY D ESCRIBED.—The property referred to in sub- section (a) is the former N i k e missile site located at the southern end of Grosse Ile, Michigan, as depicted on the map entitled ‘‘ 07– CE’’ on file with the Environmental Protection Agency and dated May 1 6 ,1 984 . (c) ADMINISTRATION OF PROPERTY.—Subject to subsection (d), the Secretary of the Interior shall administer the property described in subsection (b)— (1) acting through the United States Fish and W ildlife Service

(2) as part of the Detroit R iver International Wildlife Refuge; and (3) for use as a habitat for fish and wildlife and as a recreational property for outdoor education and environmental appreciation. (d) MANA G EMENT OF REMEDIATION.—The Secretary of Defense, acting through the Army Corps of Engineers, shall manage and carry out environmental remediation activities with respect to the property described in subsection (b) that, at a minimum, achieve the standard sufficient to allow the property to be used as provided in subsection (c)(3). Such remediation activities, with the exception of long-term monitoring, shall be completed to achieve that standard not later than two years after the date of the enactment of this Act. The Secretary of Defense may use amounts made available from the account established by section 2703(a)( 5 ) of title 10, United States Code, to carry out such remediation. (e) SAVINGS PROVISION.—Nothing in this section shall be con- strued to affect or limit the application of, or any obligation to comply with, any environmental law, including the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (42 U.S.C. 9601 et seq.) and the Solid Waste Disposal Act (42 U.S.C. 6901 et seq.).
