Notla t er t h a n120d a ys a f ter the date of the ena c t m ent of th i s A ct , the S ecretary of E ner g y shall s ub mit to C ongress a s p ecific plan for strengthening and e x panding the D epartment of Energy M aterials P rotection, Control, and Accounting ( MPC & A ) program .T he plan shall address concerns raised and recommendations made by the G o v ernment Accountability O ffice in its report of F ebruary 200 7 , titled ‘ ‘Progress Made in I mproving Security at R ussian Nuclear Sites, but the L ong - Term Sustainability of U .S. Funded Security Upgrades is Uncertain ’ ’, and shall specifically include actions to — (1) strengthen program management and the effectiveness of the Department’s efforts to improve security at w eapons- usable nuclear material and warhead sites in the Russian Fed- eration and other countries by— (A) revising the metrics used to measure MPC&A pro- gram progress to better reflect the level of security upgrade completion at buildings reported as ‘‘secure’’
( B ) actively wor k ing with other countries, in coordina- tion with the Secretary of State, to develop an appropriate access plan for each country; and (C) developing a management information system to track the Department’s progress in providing Russia with a sustainable MPC&A system by 201 3
- and
(2) develop a long-term operational plan that ensures suffi- cient funding for the MPC&A program, including for National Programs and Sustainability, and ensures sufficient funding to secure all weapons-usable nuclear material and warhead sites as q uickly and effectively as possible. SEC. 312 9 . AGREEMENTS AND REPORTS ON NUCLEAR FORENSICS CAPA B ILITIES. (a) I NTER N A T IO NA L A G REE M ENT S .— (1) IN GENERAL.—Title X LIII of the Atomic Energy Defense Act ( 5 0 U.S.C. 25 6 1 et seq.) is amended by adding at the end the following

‘SEC. 4 3 07 . INTERNATIONAL AGREEMENTS ON NUCLEAR W EAPONS DATA. ‘‘The Secretary of Energy may, with the concurrence of the Secretary of State and in coordination with the Secretary of Defense, the Secretary of H omeland Security, and the Director of National Intelligence, enter into agreements with countries or international organi z ations to conduct data collection and analysis to determine accurately and in a timely manner the source of any components of, or fissile material used or attempted to be used in, a nuclear device or weapon. ‘‘SEC. 4308. INTERNATIONAL AGREEMENTS ON INFORMATION ON RADIOACTI V E MATERIALS. ‘‘The Secretary of Energy may, with the concurrence of the Secretary of State and in coordination with the Secretary of Defense, the Secretary of Homeland Security, and the Director of National Intelligence, enter into agreements with countries or international organizations— 50USC2 5 73. 50 USC 2572.
