( 2 ) to accomplish an appro v ed management activity in fur - therance of the purposes established by this section , if the cutting, sale, or removal of timber is incidental to the manage- ment activity; or ( 3 ) for de minimus personal or administrative use within the M ount H ood N ational R ecreation A rea, where such use will not impair the purposes established by this section . (f) R OAD CO NSTRUC T I ON. — No new or temporary roads shall be constructed or reconstructed within the Mount Hood National Recreation Area e x cept as necessary— ( 1 ) to protect the health and safety of individuals in cases of an imminent threat of flood, fire, or any other catastrophic event that, without intervention, would cause the loss of life or property; (2) to conduct environmental cleanup re q uired by the U nited S tates; (3) to allow for the exercise of reserved or outstanding rights provided for by a statute or treaty; ( 4 ) to prevent irreparable resource damage by an existing road; or ( 5 ) to rectify a ha z ardous road condition. (g) W IT H DRA W A L .—Sub j ect to valid existing rights, all F ederal land within the Mount Hood National Recreation Area is withdrawn from— (1) all forms of entry, appropriation, or disposal under the public land laws; (2) location, entry, and patent under the mining laws; and (3) disposition under all laws relating to mineral and geo- thermal leasing. (h) T RANS FE ROFAD M INISTRATI V E J URISDICTION.— (1) I N G ENERAL.—Administrative jurisdiction over the Fed- eral land described in paragraph (2) is transferred from the B ureau of L and Management to the Forest Service. (2) D ESCRI P TION OF LAND.—The land referred to in para- graph (1) is the approximately 13 0 acres of land administered by the Bureau of Land Management that is within or adjacent to the Mount Hood National Recreation Area and that is identi- fied as ‘ ‘BLM Lands ’ ’ on the map entitled ‘‘National Recreation Areas—Shellrock Mountain’’, dated February 200 7 . SEC.1205 . PROT ECT I O N S F OR CR Y ST AL SPRIN G S ,U PPER B IG BOTTO M , AN D CULTUS CREE K . (a) CR Y STAL SPRINGS WATERSHED SPECIAL RESOURCES MANAGE- MENT UNIT.— (1) E STA B LISHMENT.— (A) IN GENERAL.— O n completion of the land exchange under section 120 6 (a)(2), there shall be established a spe- cial resources management unit in the State consisting of certain Federal land managed by the Forest Service, as generally depicted on the map entitled ‘‘Crystal Springs Watershed Special Resources Management Unit’’, dated June 2006 (referred to in this subsection as the ‘‘map’’), to be known as the ‘‘Crystal Springs Watershed Special 16USC539n.
