The appraisal shall be completed in accord - ance w ith the ‘ ‘ U niform Appraisal Standards for Federal L and Ac q uisitions ’ ’ and the ‘‘Uniform Standards of P rofessional Appraisal Practice’’. All costs associated with the appraisal shall be born by Turnabout Ranch. (3) PA YMENTOFC ONSI D ERATION.—Not later than 30 days after the date on which the Federal land is conveyed under paragraph ( 1 ), as a condition of the conveyance, Turnabout Ranch shall pay to the Secretary an amount equal to the appraised value of the Federal land, as determined under para- graph (2). ( 4 ) C OSTS OF CON V EYANCE.—As a condition of the convey- ance, any costs of the conveyance under this section shall be paid by Turnabout Ranch. ( 5 ) D ISPOSITION OF PROCEEDS.—The Secretary shall deposit the proceeds from the conveyance of the Federal land under paragraph (1) in the Federal Land Deposit Account established by section 20 6 of the Federal Land Transaction Facilitation Act(43 U.S.C. 2305), to be expended in accordance with that Act. (c) M ODIFICATION OF MON U MENT B OUNDARY.— W hen the conveyance authori z ed by subsection (b) is completed, the bound- aries of the G rand Staircase- E scalante National Monument in the State of Utah are hereby modified to exclude the Federal land conveyed to Turnabout Ranch. SEC.2605 . BOY SCO UT S LAND E X C H AN G E , UTAH. (a) DEFINITIONS.— I n this section

(1) BOY SCOUTS.—The term ‘‘Boy Scouts’’ means the Utah National Par k s Council of the Boy Scouts of America. (2) SECRETARY.—The term ‘‘Secretary’’ means the Secretary of the Interior. (b) BOY SCOUTS OF AMERICA LAND E X C H AN G E.— (1) AUTHORITY TO CONVEY.— (A) IN GENERAL.—Subject to paragraph (3) and not- withstanding the Act of J une 14, 1926 (commonly known as the ‘‘Recreation and Public Purposes Act’’) (43 U.S.C. 8 69 et seq.), the Boy Scouts may convey to Brian H ead Resort, subject to valid existing rights and, except as pro- vided in subparagraph (B), any rights reserved by the United States, all right, title, and interest granted to the Boy Scouts by the original patent to the parcel described in paragraph (2)(A) in exchange for the conveyance by Brian Head Resort to the Boy Scouts of all right, title, and interest in and to the parcels described in paragraph (2)(B). (B) REVERSIONARY INTEREST.— O n conveyance of the parcel of land described in paragraph (2)(A), the Secretary shall have discretion with respect to whether or not the reversionary interests of the United States are to be exer- cised.
