( 2 ) leverages local resources w ith national and private resources; ( 3 ) facilitates the reduction of wildfire management costs, including through reestablishing natural fire regimes and reducing the ris k of uncharacteristic wildfire; and ( 4 ) demonstrates the degree to which— ( A ) various ecological restoration techni q ues— (i) achieve ecological and watershed health ob j ec- tives; and (ii) affect wildfire activity and management costs; and ( B ) the use of forest restoration byproducts can offset treatment costs while benefitting local rural economies and improving forest health . SEC. 400 2 . D E FIN I T IONS. I n this title

(1) FUND .—The term ‘ ‘Fund ’ ’ means the C ollaborative Forest L andscape R estoration Fund established by section 4 0 03(f). (2) PROG R AM .—The term ‘‘program’’ means the Collabo- rative Forest Landscape Restoration Program established under section 4003(a). (3) PRO P O S A L .—The term ‘‘proposal’’ means a collaborative forest landscape restoration proposal described in section 4003(b). (4) SEC RE T AR Y .—The term ‘‘Secretary’’ means the Secretary of Agriculture, acting through the Chief of the Forest Service. ( 5 ) STRATEGY.—The term ‘‘strategy’’ means a landscape restoration strategy described in section 4003(b)(1). SEC. 400 3 .CO L L AB ORATI V E FOREST LANDSCAPE RESTORATION PRO -G RA M . (a) IN G ENERAL.—The Secretary, in consultation with the Sec- retary of the Interior, shall establish a Collaborative Forest Land- scape Restoration Program to select and fund ecological restoration treatments for priority forest landscapes in accordance with— (1) the E ndangered Species Act of 1 97 3(1 6U .S.C. 1531 et seq.); (2) the N ational Environmental Policy Act of 1969 (42 U.S.C. 4321 et seq.); and (3) any other applicable law. (b) EL I GI B ILITY CRITERIA.—To be eligible for nomination under subsection (c), a collaborative forest landscape restoration proposal shall— (1) be based on a landscape restoration strategy that— (A) is complete or substantially complete; 16USC730 3 . 16 USC 730 2 . 16 USC 7301.
