O f the amounts appropriated in this title to the ‘‘Rural H ousing Service, Rural C ommunity F acilities P rogram A ccount’’, the ‘‘Rural B usiness-Cooperative Service, Rural Business Program Account’’, and the ″ Rural U tilities Service, Rural W ater and Waste Disposal Program Account’’, at least 10 percent shall be allocated for assistance in persistent poverty counties: Provided, That for the purposes of this section, the term ‘‘persistent poverty counties’’ means any county that has had 20 percent or more of its population living in poverty over the past 30 years, as meas- ured by the 1 98 0, 1990, and 2000 decennial censuses. fu r th er, That in allocating the funds provided in the previous proviso, the Secretary of Com- merce shall give priority consideration to areas of the Nation that have experienced sudden and severe economic dislocation and job loss due to corporate restructuring: Provided further, That not to exceed 2 percent of the funds provided under this heading may be transferred to and merged with the appropriation for ‘‘Salaries and Expenses’’ for purposes of program administration and over- sight: Provided further, That up to $50,000,000 of the funds provided under this heading may be transferred to federally authorized regional economic development commissions.
