d fu r th er ,T hat the S ecretary of the Army shall submit a quarterly report to the C ommittees on Appropriations of the H ouse of R epresenta - tives and the Senate detailing the allocation, obligation and expendi- tures of these funds, beginning not later than 45 days after enact- ment of this Act: Provided further, That the Secretary shall have unlimited reprogramming authority for these funds provided under this heading .OPERATI O N AN DM AINTENAN C E F or an additional amount for ‘ ‘ O peration and M aintenance ’ ’, $2 , 07 5,000,000: Provided, That funds provided under this heading in this title shall only be used for programs, projects or activities that heretofore or hereafter receive funds provided in Acts ma k ing appropriations available for E nergy and W ater D evelopment: Pro - vided further, That funds provided under this heading in this title shall be used for programs, projects or activities or elements of programs, projects or activities that can be completed within the funds made available in that account and that will not require new budget authority to complete: Provided further, That section 9 00 6 of P ublic L aw 1 10 – 114 shall not apply to funds provided in this title: Provided further, That for projects that are being completed with funds appropriated in this Act that would otherwise be expired for obligation, expired funds appropriated in this Act may be used to pay the cost of associated supervision, inspection, overhead, engineering and design on those projects and on subse- quent claims, if any: Provided further, That the Secretary of the Army shall submit a quarterly report to the Committees on Appro- priations of the House of Representatives and the Senate detailing the allocation, obligation and expenditures of these funds, beginning not later than 45 days after enactment of this Act: Provided further, That the Secretary shall have unlimited reprogramming authority for these funds provided under this heading. F ORMERLY UTILI Z ED S ITES REMEDIAL ACTION PROGRAM For an additional amount for ‘‘Formerly U tili z ed Sites Remedial Action Program’’, $100,000,000: Provided, That funds provided under this heading in this title shall be used for programs, projects or activities or elements of programs, projects or activities that can be completed within the funds made available in that account and that will not require new budget authority to complete: Pro- vided further, That for projects that are being completed with funds appropriated in this Act that would otherwise be expired for obligation, expired funds appropriated in this Act may be used to pay the cost of associated supervision, inspection, overhead, engineering and design on those projects and on subsequent claims, if any: Provided further, That the Secretary of the Army shall submit a quarterly report to the Committees on Appropriations Deadlin e s.R e port s.
