and ‘‘( B ) a plan for implementing any improvements the S ecretary determines to be appropriate. ’ ’. (b) MODIF I CAT IO N OFR EP O R T DATE.—Subsection (b) of such section is amended by stri k ing ‘‘ 27 0 days after the date of the enactment of this Act’’ and inserting ‘‘ O ctober 1 4 , 2009’’. SEC.30 3.E XPAN S IO NO F NA T IONA L SEC UR IT Y O BJ ECTI V ESOFT H E NATIONAL TECHNOLO G YAN D INDUSTRIAL BASE. (a) I N G ENERA L .—Section 2 5 01(a) of title 10, U nited States C ode, is amended by adding at the end the following new paragraph
‘‘( 6 ) Maintaining critical design skills to ensure that the armed forces are provided with systems capable of ensuring technological superiority over potential adversaries.’’. (b) A S SESS M ENT OF E FFECT OF T ERMINATION OF MA J OR DEFENSE AC QU ISITION P RO G RAMS ON TEC H NOLOG Y AND INDUSTRIAL CAPA B ILITIES.—Section 2505(b) of such title is amended— (1) in paragraph (2), by striking ‘‘and’’ at the end; (2) in paragraph ( 3 ), by striking the period at the end and inserting ‘‘; and’’; and (3) by adding at the end the following new paragraph: ‘‘(4) consider the effects of the termination of ma j or defense acquisition programs (as the term is defined in section 2430 of this title) in the previous fiscal year on the sectors and capabilities in the assessment.’’. SEC. 30 4 .CO M PTROLLER GENERAL OF THE UNITED STATES REPORTS ON COSTS AND FINANCIAL INFORMATION REGARDING MAJOR DEFENSE AC Q UISITION PROGRAMS. (a) RE V IE W OF OPERATING AND SUPPORT COSTS OF MAJOR W EAPON SYSTEMS.— (1) IN GENERAL.— N ot later than one year after the date of the enactment of this Act, the Comptroller General of the United States shall submit to the congressional defense commit- tees a report on growth in operating and support costs for major weapon systems. (2) ELEMENTS.—In preparing the report required by para- graph (1), the Comptroller General shall, at a minimum— (A) identify the original estimates for operating and support costs for major weapon systems selected by the Comptroller General for purposes of the report; (B) assess the actual operating and support costs for such major weapon systems; (C) analy z e the rate of growth for operating and sup- port costs for such major weapon systems;
