APPLICABILITY.— (1) EFFECTIVE DATE.—The amendments made by this sec- tion shall ta k e effect on August 1 ,20 09. (2) APPLICABILITY.—The S ecretary of V eterans Affairs shall begin making payments to individuals entitled to educational assistance by reason of paragraph (9) of section 3311(b) of title 3 8 , U nited States C ode, as added by subsection (a), by not later than August 1, 2010. I n the case of an individual entitled to educational assistance by reason of such paragraph for the period beginning on August 1, 2009, and ending on J uly 31, 2010, the Secretary shall make retroactive payments to such individual for such period by not later than August 1, 2010. d, That the Secretary of State may transfer up to $137,600,000 of the funds made avail- able under this heading to any other appropriation of any depart- ment or agency of the United States, upon the concurrence of the head of such department or agency, to support operations in and assistance for Afghanistan and to carry out the provisions of the Foreign Assistance Act of 1961: Provided fu r th er, That of the funds appropriated under this heading, up to $10,000,000 for public diplomacy activities may be transferred to, and merged with, funds made available under the heading ‘‘International B road- casting Operations’’ for broadcasting activities to the Pakistan- Afghanistan border region. OFFICE OF INSPECTOR GENERAL (INCLUDING TRANSFER OF FUNDS) For an additional amount for ‘‘Office of Inspector G eneral’’, $24,122,000, to remain available until September 30, 2010, of which $7,000,000 shall be transferred to the Special Inspector General for Ira q Reconstruction for reconstruction oversight, and $7,200,000 shall be transferred to the Special Inspector General for Afghanistan Reconstruction for reconstruction oversight: Provided, That the Spe- cial Inspector General for Afghanistan Reconstruction may exercise the authorities of subsections (b) through (i) of section 3161 of title 5, United States Code (without regard to subsection (a) of Timep e r i od.Pay me nts .
