( 2 ) issue , not l ater than 180 days after submission of the report to Congress under paragraph (1), guidance based on such recommendations for articles for use in the prevention, diagnosis, and treatment of rare diseases and for such uses in neglected diseases of the developing world; and ( 3 ) develop, not later than 180 days after submission of the report to Congress under paragraph (1), internal review standards based on such recommendations for articles for use in the prevention, diagnosis, and treatment of rare diseases and for such uses in neglected diseases of the developing world .SEC . 74 1. T here is hereby appropriated $ 2, 6 00,000 to carry out section 1621 of P ublic L aw 110 – 246 and $3,000,000 to carry out section 1613 of Public Law 110–246. SEC. 742. O f the unobligated balances provided pursuant to section 16(h)(1)( A ) of the F ood and N utrition Act of 2008, $11,000,000 is hereby rescinded. SEC. 743. (a) None of the funds made available by this Act may be used to promulgate or implement a poultry products inspec- tion rule allowing processed poultry or processed poultry products to be imported into the U nited States from the People ’ s R epublic of China unless the Secretary of Agriculture formally notifies Con- gress that the D epartment will — (1) not provide any preferential consideration to any application by the People’s Republic of China for authori z ation toe x port poultry or poultry products to the United States; (2) conduct audits of inspection systems and on-site reviews of slaughter and processing facilities, laboratories and other control operations before any Chinese facilities are certified as eligible to ship poultry or poultry products to the United States and, in subse q uent years, to conduct such audits and reviews at least once annually or more frequently as the Sec- retary determines necessary; (3) implement a significantly increased level of port of entry re-inspection; (4) establish and conduct a formal and expeditious informa- tion sharing program with other countries importing processed poultry or processed poultry products from China that have conducted audits and plant inspections;0 ( 5 ) report to the H ouse and Senate Committees on Appro- priations within 120 days of the date of enactment of this Act, and every 180 days thereafter for an indefinite period, with respect to the promulgation or implementation of any poultry products inspection rule authorizing the People’s Republic of China to export poultry or poultry products to the United States, including— (A) actions ta k en or to be taken by the Secretary, including new audits and on-site reviews, to implement any poultry products inspection rule authorizing the Peo- ple’s Republic of China to export processed poultry or proc- essed poultry products to the United States; ( B ) actions taken or to be taken by the Secretary, including new audits and on-site reviews, to determine whether the poultry inspection system of the People’s Reports.D e adlin es.
