C . 3 771 note), as a m ended by Public Law 110–32 9 (122 Stat. 3677), is further amended by stri k ing ‘ ‘ D ecember 31, 2011 ’ ’ and inserting ‘‘December 31, 2012’’: Provided further, That the F ederal Law E nforcement Training A ccreditation B oard, including re p- resentatives from the Federal law enforcement community and non-Federal accreditation e x perts involved in law enforcement training, shall lead the Federal law enforcement training accredita- tion process to continue the implementation of measuring and assessing the q uality and effectiveness of Federal law enforcement training programs, facilities, and instructors: Provided further, That the Director of the Federal Law Enforcement Training Center shall schedule basic or advanced law enforcement training, or both, at all four training facilities under the control of the Federal Law Enforcement Training Center to ensure that such training facilities are operated at the highest capacity throughout the fiscal year. ACQUIS I T I ON S, CONST R UCTION, I MP RO VE MENTS, AN D RE L ATED E X PENSES For acquisition of necessary additional real property and facili- ties, construction, and ongoing maintenance, facility improvements, and related expenses of the Federal Law Enforcement Training Center, $ 43,4 5 6,000, to remain available until expended: Provided, That the Center is authori z ed to accept reimbursement to this appropriation from government agencies requesting the construction of special use facilities. SCIENCE AND TEC H NOLO GY MANAGEMENT AND ADMINISTRATION For salaries and expenses of the O ffice of the Under Secretary for Science and Technology and for management and administration of programs and activities, as authorized by title I II of the H ome- land Security Act of 2002 (6 U.S.C. 1 8 1 et seq.), $143,200,000: Provided, That not to exceed $10,000 shall be for official reception and representation expenses. RESEARCH, DEVELOPMENT, ACQUISITION, AND OPERATIONS For necessary expenses for science and technology research, including advanced research pro j ects

development; test and evalua- tion; acquisition; and operations; as authorized by title III of the Homeland Security Act of 2002 (6 U.S.C. 181 et seq.); $863,271,000, of which $713,083,000, to remain available until September 30, 2012; and of which $150,188,000, to remain available until Sep- tember 30, 2014, solely for Laboratory Facilities: Provided, That not less than $20,865,000 shall be available for the Southeast R egion Research Initiative at the Oak Ridge N ational Laboratory: Provided further, That not less than $3,000,000 shall be available for Distributed Environment for Critical Infrastructure Decision- making Exercises: Provided further, That not less than $12,000,000 shall be for construction expenses of the Pacific Northwest National Laboratory: Provided further, That not less than $2,000,000 shall be for the Cincinnati Urban Area partnership established through the Regional Technology Integration Initiative: Provided further,
