The Panel may include as e x- officio members such individuals from other government organi z ations , academia, and industry as the C hair considers appropriate. ‘‘( 3 ) The purposes of the Panel shall be as follows

‘‘(A) To identify and integrate re q uirements for the pro- gram. ‘‘(B) To conduct j oint planning for the program. ‘‘(C) To develop joint strategies for the program. ‘‘( 4 ) I n carrying out the purposes specified in paragraph (3), the Panel shall perform the functions as follows: ‘‘(A) Conduct comprehensive reviews and assessments of defense-related manufacturing issues being addressed by the manufacturing technology programs and related activities of the Department of Defense. ‘‘(B) E xecute strategic planning to identify joint planning opportunities for increased cooperation in the development and implementation of technological products and the leveraging of funding for such purposes with the private sector and other government agencies. ‘‘(C) Ensure the integration and coordination of require- ments and programs under the program with the O ffice of the S ecretary of Defense and other national-level initiatives, including the establishment of information exchange processes with other government agencies, private industry, academia, and professional associations. ‘‘(D) Conduct such other functions as the U nder Secretary of Defense for Acquisition, Technology, and L ogistics shall specify. ‘‘( 5 ) The Panel shall report to and receive direction from the Director of Defense R esearch and Engineering on manufacturing technology issues of multi-service concern and application. ‘‘( 6 ) The administrative expenses of the Panel shall be borne by each military department and Defense Agency with manufac- turing technology programs in such manner as the Panel shall provide. ’ ’. SEC.213 . E LIM I NAT I O NO FR E P ORT RE QU IREMENTS RE G AR D ING DEFENSE SCIENCE AND TEC H NOLOG Y PROGRAM. Section 21 2ofthe N ational Defense Authorization Act for F iscal Y ear 2 0 00 (10 U.S.C. 2501 note) is repealed. SEC. 21 4 . AUTHORI Z ATION FOR THE SECRETARY OF THE NA V YTO PURCHASE INFRASTRUCTURE AND GOVERNMENT PUR - POSE RIGHTS LICENSE ASSOCIATED W ITH THE NAVY- MARINE CORPS INTRANET. (a) P URCHASE SAU T H O R IZ E D . — The Secretary of the Navy may enter into one or more contracts for the purchase of infrastructure and G overnment purpose rights for any or all technical data, com- puter software, and computer software documentation used or cre- ated under the Navy- M arine Corps Intranet multiyear contract, as in effect on the date of the enactment of this Act, if the Secretary determines that such a purchase would be in the best interest of the Department of the Navy.
