( H ) The extent to which the options referred to in paragraph (2) would improve the q uality of education avail- able for students with special needs , including students with learning disabilities and gifted students. ( I ) S uch other matters as the Secretary of D efense and Secretary of E ducation consider appropriate for pur- poses of the study. (b) REPORT . —N ot later than M arch 31 ,2 0 10, the Secretary of Defense shall submit to the C ommittee on A rmed Services of the Senate, the Committee on Health, Education, L abor, and P en- sions of the Senate, the Committee on Armed Services of the House of Representatives, and the Committee on Education and Labor of the House of Representatives a report on the study required by subsection (a). The report shall include the following

(1) A description of the results of the study. (2) Such recommendations for legislative or administrative action as the Secretary of Defense, in consultation with the Secretary of Education, considers appropriate in light of the results of the study. SEC.538 .C OMPTR O L LER G E N ER A LA UDI TO F ASSISTANCE TO LOCAL EDUCATIONAL AGENCIES FOR DEPENDENT C H ILDREN OF MEM B ERS OF THE ARMED FORCES. (a) I N GENER AL .—The Comptroller General of the U nited States shall conduct an audit of the utili z ation by local educational agen- cies of the assistance specified in subsection (b) provided to such agencies for fiscal years 2001 through 200 9 for the education of dependent children of members of the Armed F orces. The audit shall include— (1) an evaluation of the utilization of such assistance by such agencies

and (2) an assessment of the effectiveness of such assistance in improving the quality of education provided to dependent children of members of the Armed Forces. (b) A S S I STAN C E SPECI F IE D .—The assistance specified in this subsection is the following: (1) Assistance provided under the following: (A) Section 5 51 of the Duncan Hunter National Defense Authorization Act for Fiscal Y ear 2009 (Public Law 110 –4 1 7
