(F) The reassignment of military mental health per - sonnel from administrati v e positions to clinical positions ins u pport of military units. ( G ) The offering of civilian hiring incentives and b onuses and the use of direct hiring authority to increase the number of mental health personnel of the D epartment of Defense. ( H ) S uch other mechanisms to increase the number of mental health personnel of the Department of Defense as the Secretary considers appropriate. (c) REPORT O N A D D I TION ALOF FI C ER OR ENLI S TED M ILITAR Y SPECIALTIES FOR MENTAL HEALT H . — ( 1 ) REPORT.— N ot later than 1 20 days after the date of the enactment of this Act , the Secretary shall submit to the congressional defense committees a report setting forth the assessment of the Secretary of the feasability and advisability of establishing one or more military mental health specialities for officers or enlisted members of the Armed Forces in order to better meet the mental health care needs of members of the Armed Forces and their families. (2) ELE M ENTS.—The report re q uired by paragraph (1) shall set forth the following

(A) A recommendation as to the feasability and advis- ability of establishing one or more military mental health specialities for officers or enlisted members of the Armed Forces. ( B ) For each military specialty recommended to be established under subparagraph (A)— (i) a description of the qualifications required for such speciality, which shall reflect lessons learned from best practices in academia and the civilian health care industry regarding positions analogous to such spe- cialty

and (ii) a description of the incentives or other mecha- nisms, if any, that would be advisable to facilitate recruitment and retention of individuals to and in such specialty. SEC.715 . D E PARTM E N T OF DEFENSE ST U D Y ON MANA G EMENT OF MED I CATIONS FOR P H YSICA L LY AND PSYCHOLOGICALLY W OUNDED MEM B ERS OF THE ARMED FORCES. (a) ST U DY RE Q UIRED.—The Secretary of Defense shall conduct a study on the management of medications for physically and psychologically wounded members of the Armed Forces. (b) ELEMENTS.—The study required under subsection (a) shall include the following: (1) A review and assessment of current practices within the Department of Defense for the management of medications for physically and psychologically wounded members of the Armed Forces. (2) A review and analysis of the published literature on the risks associated with the administration of medications,
