and ( 2 ) the Secretary of the Navy should ensure that as much of the vessel as possible, including unique components of on- board equipment and clearly recogni z able sections of the hull and superstructure, to the full e x tent practicable, are made available for transfer to the Submarine Force Library and Museum. (a) IN GENER AL .— (1) P RO HIB I T ION.—Chapter 1 34 of title 1 0 , United States Code, is amended by inserting after section 2241 the following new section

‘ §2 2 41a.Prohib i t io n on use o f fun d s for p ub l i c it y or propa -g anda purposes w ithin the U nited S tates ‘ ‘Funds available to the D epartment of Defense may not be obligated or expended for publicity or propaganda purposes within the United States not otherwise specifically authorized by law.’’. (2) CLERI C ALA M EN D MENT.—The table of sections at the beginning of subchapter I of such chapter is amended by adding at the end the following new item: ‘ ‘ 2 2 41a.Prohib i t io n on use o f fun d s for p ub l i c it y or propa g anda purposes w ithin the U nited S tates. ’ ’. (b) E FFECTI V E DATE.—Section 2241a of title 10, United States Code, as added by subsection (a), shall ta k e effect on O ctober 1, 200 9 , or the date of the enactment of this Act, whichever is later. SEC. 103 2 . RESPONSIBILIT YF OR PREPARATION OF BIENNIAL GLOBAL POSITIONING SYSTE M REPORT. (a) IN GENERAL.—Section 22 8 1(d) of title 10, United States Code, is amended— (1) in paragraph (1)— (A) by striking ‘‘the Secretary of Defense’’ and inserting ‘‘the Deputy Secretary of Defense and the Deputy Secretary of Transportation, in their capacity as co-chairs of the 10USC2 2 4 1 anote.
