(b) L IM I TA TI ON ON T OTA L CO S TO F CONST RUC TION PRO JE CTS. — Notwithstanding the cost variations authorized by section 2853 of title 10, United States Code, and any other cost variation author- ized by law, the total cost of all pro j ects carried out under section 2201 of this Act may not exceed the sum of the following
(1) The total amount authorized to be appropriated under paragraphs (1) and (2) of subsection (a). (2) $100,000,000 (the balance of the amount authorized under section 2201(a) for Ship R epair Pier Replacement at the Norfolk Naval Shipyard, Virginia). (3) $40,000,000 (the balance of the amount authorized under section 2201(b) for wharves improvements, Apra Harbor, Guam). (4) $41,520,000 (the balance of the amount authorized under section 2201(a) for E nclave Fencing / Parking at Brem- erton, Washington).
