C OM M IS SIO N O F FIN E A RT S S AL ARIES AN D E XP ENSES For expenses made necessary by the Act establishing a Commis- sion of Fine Arts (4 0 U.S.C. 104 ) ,$ 2 ,294,000: Provided , That the Commission is authori z ed to charge fees to cover the full costs of its publications, and such fees shall be credited to this account as an offsetting collection, to remain available until expended with- out further appropriation: Provided further, That the Commission is authorized to accept gifts, including ob j ects, papers, artwork, drawings and artifacts, that pertain to the history and design of the Nation ’ s Capital or the history and activities of the Commis- sion of Fine Arts, for the purpose of artistic display, study or education. NATIONAL C APITAL ARTS AND C U LTURAL AFFAIRS For necessary expenses as authorized by P ublic L aw 99 – 190 (20 U.S.C. 95 6 a), as amended, $9,500,000. AD V ISOR Y COUNCIL ON HISTORIC PRESERVATION SALARIES AND EXPENSES For necessary expenses of the Advisory Council on Historic Preservation (Public Law 89–665, as amended), $5,908,000: Pro - vided, That none of these funds shall be available for compensation of level V of the Executive Schedule or higher positions. NATIONAL CAPITAL PLANNIN G COMMISSION SALARIES AND EXPENSES For necessary expenses, as authorized by the National Capital Planning Act of 1952 (40 U.S.C. 7 1–71i), including services as authorized by 5 U.S.C. 3109, $8,507,000: Provided, That one- q uarter of 1 percent of the funds provided under this heading may be used for official reception and representational expenses associated with hosting international visitors engaged in the planning and physical development of world capitals.
