d ,T hat not w ithstanding F ederal G overnment procurement and contracting laws the S ecretaries may award contracts , grants or cooperative agreements to local non-profit entities, Y outh C onservation Corps or related partnerships with State, local or non-profit youth groups, or small or micro- b usiness or disadvantaged business: Provided fu r th er, That the contract, grant, or cooperative agreement is for forest ha z ardous fuels reduction, watershed or water q uality moni- toring or restoration, wildlife or fish population monitoring, or habitat restoration or management: Provided further, That the terms ‘ ‘rural community ’ ’ and ‘‘economically disadvantaged’’ shall have the same meanings as in section 2374 of P ublic L aw 10 1 –6 24: Provided further, That the Secretaries shall develop guidance to implement this section: Provided further, That nothing in this section shall be construed as relieving the Secretaries of any duty under applicable procurement laws, e x cept as provided in this sec- tion .LIM I TA TI ON ON TA K IN GS S EC . 414. U nless otherwise provided herein, no funds appro- priated in this A ct for the acquisition of lands or interests in lands may be expended for the filing of declarations of ta k ing or complaints in condemnation without the approval of the H ouse and Senate Committees on Appropriations: Provided, That this provision shall not apply to funds appropriated to implement the E verglades N ational Park Protection and Expansion Act of 1 98 9, or to funds appropriated for Federal assistance to the State of Florida to acquire lands for Everglades restoration purposes. HU NTE R S P OINT EN V IRONMENTAL CLEANUP SEC. 41 5 . I n addition to the amounts otherwise provided to the Environmental Protection Agency in this Act, $ 8,000,000, to remain available until expended, is provided to EPA to be trans- ferred to the D epartment of the Navy for clean-up activities at the Treasure Island Naval Station — Hunters Point Annex. E X TENSION O F GRA Z ING PERMITS SEC. 416. The terms and conditions of section 325 of Public Law 108–108, regarding grazing permits at the Department of the Interior and the Forest Service shall remain in effect for fiscal year 2010. NATIONAL COUNCIL ON THE ARTS MEM B ERSHIP SEC. 417. Section 6 of the National Foundation on the Arts and the Humanities Act of 1965 ( Public Law 89–209, 20 U.S.C. 955 ) , as amended, is further amended as follows: (1) In the first sentence of subsection (b)(1)(C), by striking ‘‘14’’ and inserting in lieu thereof ‘‘18’’

and (2) In the second sentence of subsection (d)(1), by striking ‘‘Eight’’ and inserting in lieu thereof ‘‘Ten’’. Guidel i n e s.
