d, T hat $2,000,000 shall be transferred to the D epartment of Transportation O ffice of I nspector G eneral from funds set aside for the execution of oversi g ht contracts pursuant to section 532 7 (c) of title 49, United States Code, for costs associated with audits and investigations of transit - related issues, including reviews of new fixed guideway systems . GRANTS FOR ENERG Y EFFICIENCY AND GREEN H OUSE GAS REDUCTIONS For grants to public transit agencies for capital investments that will reduce the energy consumption or greenhouse gas emis- sions of their public transportation systems, $75,000,000, to remain available through September 30, 20 1 2: Provided, That priority shall be given to pro j ects based on the total energy savings that are projected to result from the investments, and the projected energy savings as a percentage of the total energy usage of the public transit agency: Provided fu r th er, That the Secretary shall public criteria on which to base the competition for any grants awarded under this heading no sooner than 90 days after the enactment of this A ct, re q uire applications for funding provided under this heading to be submitted no sooner than 120 days after the publica- tion of such criteria, and announce all projects selected to be funded from funds provided under this heading no sooner than September 15, 2010. GRANTS TO THE W ASHINGTON METROPOLITAN AREA TRANSIT AUTHORITY For grants to the W ashington M etropolitan Area Transit Authority as authori z ed under section 6 01 of division B of P ublic L aw 110 – 432, $150,000,000, to remain available until expended: Provided, That the Secretary shall approve grants for capital and preventive maintenance expenditures for the Washington Metropoli- tan Area Transit Authority only after receiving and reviewing a request for each specific project: Provided further, That prior to approving such grants, the Secretary shall determine that the Washington Metropolitan Area Transit Authority has placed the highest priority on those investments that will improve the safety of the system, including but not limited to fixing the trac k signal system, replacing the 1000 series cars, installing guarded turnouts, buying equipment for wayside worker protection, and installing rollback protection on cars that are not equipped with this safety feature. ADMINISTRATIVE PROVISIONS — FEDERAL TRANSIT ADMINISTRATION SEC. 160. The limitations on obligations for the programs of the Federal Transit Administration shall not apply to any authority under 49 U.S.C. 533 8 , previously made available for obligation, or to any other authority previously made available for obligation.
