SEC. 309. Section 10 5( f ) (1)( B )(i x ) of the C ompact of F ree Association Amendments Act of 2003 ( 4 8 U .S.C. 1921d(f)(1)(B)(ix)) shall be applied by substituting ‘‘2010’’ for ‘‘2009’’. SEC. 310. Section 1400 6 (c) of division A of the American Recovery and Reinvestment Act of 2009 ( P ublic La w 111 – 5) is amended — (1) by inserting ‘‘(1) ING ENE RAL .—’’ before ‘‘Each State’’

and (2) by adding a new paragraph (2) at the end to read as follows

‘‘(2) E X CE PTIO N.—Paragraph (1) does not apply to grants made by the Secretary to consortia of States to develop aca- demic assessments that are aligned with academic standards.’’. T his title may be cited as the ‘‘Department of Education Appro- priations Act, 2010’’. TITLE I V RELATED A G E N CIES CO M MITTEE F ORP U RC H A S E FROM PEOPLE W HO ARE BLIN D OR SE V EREL Y DISA B LED SALARIES AND EXPENSES For expenses necessary for the Committee for Purchase From People Who Are Blind or Severely Disabled established by Public Law 92–28, $ 5,396,000. CORPORATION FOR NATIONAL AND COMMUNITY SERVICE OPERATING EXPENSES For necessary expenses for the Corporation for National and Community Service (‘‘the Corporation’’) to carry out the Domestic Volunteer Service Act of 1973 (‘‘1973 Act’’) and the National and Community Service Act of 1990 (‘‘1990 Act’’), $857,021,000, of which $319,974,000 shall be to carry out the 1973 Act and $537,047,000 shall be to carry out the 1990 Act and notwithstanding sections 198B(b)(3), 198S(g), 501(a)(4)(C), and 501(a)(4)(F) of the 1990 Act: Provide d, That of the amounts provided under this heading: (1) up to 1 percent of program grant funds may be used to defray the costs of conducting grant application reviews, including the use of outside peer reviewers and electronic management of the grants cycle; (2) $50,000,000 shall be available for expenses author- i z ed under section 501(a)(4)(E) of the 1990 Act; (3) $7,500,000 shall be available for expenses to carry out sections 112(e), 179A, and 198 O and subtitle J of title I of the 1990 Act, notwithstanding section 501(a)(6) of the 1990 Act; (4) $5,000,000 shall be available for grants to public or private nonprofit institutions to increase the participation of individuals with disabilities in national service and for demonstration activities in furtherance of this purpose, notwithstanding section 129(k)(1) of the 1990 Act; (5) $17,000,000 shall be available to provide assistance to State commissions on Ante,p.284 .
