During the 5- year period after appropriations avail- a b le in this A ct to the Department of Defense for military construc- tion and family housing operation and maintenance and construc- tion have e x pired for obligation , upon a determination that such appropriations will not be necessary for the liquidation of obligations or for ma k ing authori z ed adjustments to such appropriations for obligations incurred during the period of availability of such appro- priations, unobligated balances of such appropriations may be trans- ferred into the appropriation ‘ ‘ F oreign C urrency Fluctuations, Construction, Defense ’ ’, to be merged with and to be available for the same time period and for the same purposes as the appro- priation to which transferred. SEC. 12 7 . N one of the funds appropriated or otherwise made available in this title may be used for any action that is related to or promotes the expansion of the boundaries or size of the P inon Canyon M aneuver Site, Colorado. SEC. 12 8 . Amounts appropriated or otherwise made available in an account funded under the headings in this title may be transferred among projects and activities within the account in accordance with the reprogramming guidelines for military construction and family housing construction contained in the explanatory statement of managers to accompany this Act and in the guidance for military construction reprogrammings and notifications contained in Department of Defense Financial Manage- ment R egulation 7 0 00.1 4– R, V olume 3 , Chapter 7, of December 1 9 96, as in effect on the date of enactment of this Act. SEC. 129. O f the funds made available in this title, the following accounts are hereby reduced in the following amounts to reflect adjusted inflation and bid savings projections: ‘‘Military Construc- tion, Army’’, $ 230,000,000
‘‘Military Construction, Navy and Marine Corps’’, $235,000,000; and ‘‘Military Construction, Air Force’’, $64,091,000. SEC. 130. Of the funds made available under the following headings in Public L aw 110–329, the following amounts associated with unobligated balances are hereby rescinded: ‘‘Military Construc- tion, Army’’, $33,000,000; ‘‘Military Construction, Navy and Marine Corps’’, $51,468,000; ‘‘Military Construction, Defense- W ide’’, $93,268,000; ‘‘Military Construction, Army National G uard’’, $33,000,000; and ‘‘Military Construction, Air National Guard’’, $7,000,000.
