I n addition, for the costs of worldwide security upgrades, acquisition, and construction as authorized, $8 4 7,300,000, to remain available until expended: Provided, That not later than 45 days after enactment of this Act, the Secretary of State shall submit to the Committees on Appropriations the proposed allocation of funds made available under this heading and the actual and antici- pated proceeds of sales for all pro j ects in fiscal year 2010. EMERGENCIES IN T H E DIPLOMATIC AND CONSULAR SER V ICE ( INCLUDING TRANSFER OF FUNDS ) For necessary expenses to enable the Secretary of State to meet unforeseen emergencies arising in the Diplomatic and Con- sular Service, $10,000,000, to remain available until expended as authorized, of which not to exceed $1,000,000 may be transferred to, and merged with, funds appropriated by this Act under the heading ‘ ‘ R epatriation L oans Program Account ’ ’, subject to the same terms and conditions. BUYING PO W ER MAINTENANCE ACCOUNT To offset adverse fluctuations in foreign currency exchange rates and / or overseas wage and price changes, as authorized by section 24(b) of the State Department Basic Authorities Act of 1956 (22 U.S.C. 2696(b)), $8,500,000, to remain available until expended. REPATRIATION LOANS PROGRAM ACCOUNT (INCLUDING TRANSFER OF FUNDS) For the cost of direct loans, $739,000, as authorized: Provided, That such costs, including the cost of modifying such loans, shall be as defined in section 502 of the Congressional Budget Act of 1974.
