123STA T . 332 6PUBLIC LA W 111 – 11 7—DE C. 16 , 2 0 0 9ap p ro pr i a tedun der t h i s headin g,$10 ,000,000 sha l l b e m ade a v ail - able f or c ooperative development programs w ithin the O ffice of P rivate and V oluntar yC ooperation, U nited S tates A gency for I nter- national D evelopment ( USAID ):Provide d fu r th er, T hat of the funds appropriated by this Act, not less than $ 3 1 5 ,000,000 shall be made available for water and sanitation supply pro j ects pursuant to the Senator Paul Simon W ater for the Poor Act of 2 005 (Public L aw 10 9– 121): Provided further, That the relevant bureaus and offices of USAID that support cross-cutting development programs shall coordinate such programs on a regular basis: Provided further, That of the funds appropriated by title III of this Act, not less than $1,1 6 9, 8 33,000 should be made available for food security and agricultural development programs, which may be made avail- able notwithstanding any other provision of law to address critical food shortages, of which $31,500,000 shall be made available for Collaborative R esearch Support Programs: Provided further, That prior to the obligation of funds pursuant to the previous proviso and after consultation with other relevant F ederal departments and agencies, the Committees on Appropriations, and relevant non- governmental organi z ations, the USAID Administrator shall submit to the Committees on Appropriations a strategy for achieving food security and agricultural development program goals: Provided fur - ther, That of the funds appropriated under this heading for food security and agricultural development programs, $10,000,000 shall be made available for a United States contribution to the endow- ment of the G lobal Crop Diversity Trust pursuant to section 3202 of Public Law 110–2 4 6: Provided further, That of the funds appro- priated under this heading, not less than $20,000,000 shall be made available for programs to improve women ’ s leadership capacity in recipient countries .INTER N A TI O NA LD I S ASTER ASSISTAN C E For necessary e x penses to carry out the provisions of section 491 of the Foreign Assistance Act of 1961 for international disaster relief, rehabilitation, and reconstruction assistance, $845,000,000, to remain available until expended. TRANSITION INITIATI V ES For necessary expenses for international disaster rehabilitation and reconstruction assistance pursuant to section 491 of the Foreign Assistance Act of 1961, $55,000,000, to remain available until expended, to support transition to democracy and to long-term development of countries in crisis: Provided , That such support may include assistance to develop, strengthen, or preserve demo- cratic institutions and processes, revitalize basic infrastructure, and foster the peaceful resolution of conflict: Provided further, That the United States Agency for International Development shall submit a report to the Committees on Appropriations at least 5 days prior to beginning a new program of assistance: Provided further, That if the Secretary of State determines that it is impor- tant to the national interests of the United States to provide transi- tion assistance in excess of the amount appropriated under this heading, up to $15,000,000 of the funds appropriated by this Act to carry out the provisions of part I of the Foreign Assistance Act of 1961 may be used for purposes of this heading and under the authorities applicable to funds appropriated under this heading: Det e rmina ti o n .R e p ort s .
