A S SISTAN C E FOR EURO P E, EURASIA AND CENTRAL ASIA For necessary expenses to carry out the provisions of the For- eign Assistance Act of 1961, the F RE EDO M Support Act, and the Support for East European Democracy (SEED) Act of 1989, $741,632,000, to remain available until September 30, 2011, which shall be available, notwithstanding any other provision of law, for assistance and for related programs for countries identified in section 3 of the FREEDOM Support Act and section 3(c) of the SEED Act: Provided, That funds appropriated under this heading shall be considered to be economic assistance under the Foreign Assistance Act of 1961 for purposes of making available the administrative authorities contained in that Act for the use of economic assistance: Provided further, That notwithstanding any provision of this or any other Act, funds appropriated in prior years under the headings ‘ ‘Independent States of the Former Soviet Union ’ ’ and similar headings and ‘‘Assistance for Eastern Europe and the Baltic States’’ and similar headings, and currencies gen- erated by or converted from such funds, shall be available for use in any country for which funds are made available under this heading without regard to the geographic limitations of the heading under which such funds were originally appropriated: Pro - vided further, That funds made available for the Southern Caucasus region may be used for confidence-building measures and other activities in furtherance of the peaceful resolution of conflicts, including in N agorno- K arabakh: Provided further, That of the funds appropriated under this heading that are available for assistance for the Kyrgy z Republic, up to $11,500,000 shall be made available for the J oint Development Fund. DEPART M ENT OF STATE MI G RATION AND REFUGEE ASSISTANCE For necessary expenses, not otherwise provided for, to enable the Secretary of State to provide, as authorized by law, a contribu- tion to the International Committee of the Red Cross, assistance to refugees, including contributions to the International Organiza- tion for Migration and the United Nations High Commissioner for Refugees, and other activities to meet refugee and migration
