d ,T hat such funds shall not be available for administrative e x penses of the Overseas Private Investment Corporation: Provided fu r th er, That designated funding levels in this Act shall not be transferred pursuant to this section: Provided further, That the exercise of such authority shall be subject to the regular notification procedures of the Committees on Appropria- tions. (b) The President of the Overseas Private Investment Corpora- tion is hereby authori z ed and directed to issue, not later than 9 months after the date of enactment of this Act, a comprehensive set of environmental, transparency and internationally recognized wor k er rights and human rights guidelines with re q uirements binding on the Corporation and its investors that shall be consist- ently applied to all projects, funds and sub-projects supported by the Corporation: Provided, That these regulations shall be no less rigorous than the environmental and social guidelines that the Corporation has made publicly available as of J une 3 , 2009, and the environmental and social policies of the World B ank G roup, and hereafter may be issued and further revised only following public notice and opportunity for comment: Provided further, That the Overseas Private Investment Corporation shall issue a report, not later than 1 8 0 days after enactment of this Act, highlighting its substantial commitment to invest in renewable and other clean energy technologies and plans to significantly reduce greenhouse gas emissions from its portfolio: Provided further, That such commit- ment shall include implementing a revised climate change mitiga- tion plan to reduce greenhouse gas emissions associated with projects and sub-projects in the agency ’ s portfolio as of June 30, 2008 by at least 30 percent over a 10-year period and by at least 5 0 percent over a 15-year period. (c) N otwithstanding section 235(a)(2) of the Foreign Assistance Act of 1961 (22 U .S.C. 2195(a)(2)), the authority of subsections (a) through (c) of section 23 4 of such Act shall remain in effect through September 30, 2010. E X TRADITION SEC. 7080. (a) None of the funds appropriated in this Act may be used to provide assistance (other than funds provided under the headings ‘ ‘International Narcotics Control and L aw E nforce- ment’’, ‘‘ M igration and R efugee Assistance’’, ‘‘Emergency Migration and Refugee Assistance’’, and ‘‘Nonproliferation, Anti-terrorism, D emining and Related Assistance’’) for the central government of a country which has notified the Department of State of its refusal to extradite to the United States any individual indicted for a criminal offense for which the maximum penalty is life imprison- ment without the possibility of parole or for killing a law enforce- ment officer, as specified in a United States extradition request.
