(a) O f the funds appropriated by this A ct under the heading ‘ ‘ E conomic Support F und ’ ’, not less than $5 ,000,000 shall be made available for programs and activities administered by the U nited States Agency for I nternational D evelopment (USAID) to address the needs and protect and promote the rights of people w ith disabilities in developing countries, and for programs to disseminate information (including best practices and strategies) on independent living, advocacy, education, and transportation to people with disabilities and disability advocacy organi z ations in developing countries, including for the cost of translation. (b) Funds appropriated under the heading ‘‘Operating Expenses’’ in title II of this Act shall be made available to develop and implement training for staff in overseas USAID missions to promote the full inclusion and e q ual participation of people with disabilities in developing countries. (c) T he Secretary of State, the Secretary of the Treasury, and the USAID Administrator shall seek to ensure that, where appro - priate, construction pro j ects funded by this Act are accessible to people with disabilities and in compliance with the USAID P olicy on Standards for Accessibility for the Disabled, or other similar accessibility standards. (d) Of the funds made available pursuant to subsection (a), not more than 7 percent may be for management, oversight, and technical support. ORP H A N S, DISPLACED, AND ABANDONED CHILDREN SEC. 7088. Of the funds appropriated under title III of this Act, $3,000,000 should be made available for activities to improve the capacity of foreign government agencies and nongovernmental organizations to prevent child abandonment, address the needs of orphans, displaced and abandoned children and provide perma- nent homes through family reunification, guardianship and adop- tions, consistent with the H ague C onvention on the Protection of Children and Co-operation in R espect of Inter-Country Adoption. SRI LAN K A SEC. 708 9 . (a) IN G ENERAL. — Funds appropriated in title III of this Act that are available for assistance for Sri L anka shall be made available for programs that promote reconciliation between ethnic Sinhalese and Tamil populations, support post-conflict reconstruction, and advance the participation of Tamils and other minorities in the political and economic life of the country, and shall be subject to the regular notification procedures of the Committees on Appropriations. (b) RESTRICTION ON M ILITARY ASSISTANCE.— N one of the funds appropriated by this Act under the heading ‘‘Foreign Military Financing Program’’ may be made available for assistance for Sri Certif i ca ti on.N otification.
