D E FI CI T-N E U T RAL RESER V EFUNDF O R J UDICIAL P A Y AND JUD G ES H IPS , POSTAL RETIREE ASSISTANCE, AND CER- TAIN PENSION O B LIGATIONS. ( a )JUDIC I ALP A Y A N D JUD GESH I P S. —T he chair m a n of the S enate C ommittee on the B udget may re v ise the allocations of a committee or committees , aggregates, and other appropriate levels and limits in this resolution for one or more b ills, j oint resolutions, amend - ments, motions, or conference reports that w ould authori z e salary adjustments for justices and judges of the U nited States, or increase the number of F ederal judgeships, by the amounts provided in such legislation for those purposes, provided that such legislation would not increase the deficit over either the period of the total of fiscal years 2009 through 2014 or the period of the total of fiscal years 2009 through 2019. (b) P O S T AL R ETI R EES.—The chairman of the Senate Committee on the Budget may revise the allocations of a committee or commit- tees, aggregates, and other appropriate levels in this resolution for one or more bills, joint resolutions, amendments, motions, or conference reports relating to adjustments to funding for postal retiree health coverage, by the amounts provided in such legislation for those purposes, provided that such legislation would not increase the deficit over either the period of the total of fiscal years 2009 through 2014 or the period of the total of fiscal years 2009 through 2019. (c) PENSION OB LIGATIONS.—The chairman of the Senate Com- mittee on the Budget may revise the allocations of a committee or committees, aggregates, and other appropriate levels in this resolution for one or more bills, joint resolutions, amendments, motions, or conference reports that would authorize funding to cover the full cost of pension obligations for current and past employees of laboratories and environmental cleanup sites under the jurisdiction of the D epartment of E nergy (including benefits paid to security personnel) in a manner that does not impact the missions of those laboratories and environmental cleanup sites, by the amounts provided in such legislation for those purposes, provided that such legislation would not increase the deficit over either the period of the total of fiscal years 2009 through 2014 or the period of the total of fiscal years 2009 through 2019. SEC. 30 9 . DEFICIT-NEUTRAL RESERVE FUND FOR DEFENSE AC Q UISI- TION AND FEDERAL CONTRACTING REFOR M . The chairman of the Senate Committee on the Budget may revise the allocations of a committee or committees, aggregates, and other appropriate levels and limits in this resolution for one or more bills, joint resolutions, amendments, motions, or conference reports that— (1) provide funding to the Department of Defense for addi- tional activities to reduce waste, fraud, abuse and overpayments in defense contracting

(2) enhance the capability of the Federal ac q uisition or contracting wor k force to achieve better value for ta x payers; ( 3 ) reduce the use of no-bid and cost-plus contracts; (4) reform Department of Defense processes for acquiring weapons systems or services in order to reduce costs, improve cost and schedule estimation, enhance developmental testing
