(A) $ 5 ,000,000 is for sex offender management assist- ance as authori z edb y the Adam W alsh Act and the V iolent C rime Control Act of 199 4 ( P ublic L aw 10 3– 3 2 2)

and ( B ) $1,000,000 is for the N ational Sex O ffender Public R egistry; (12) $16,000,000 is for expenses authorized by part AA of the 1968 Act (Secure our Schools); and (13) $25,000,000 is for Paul Co v erdell F orensic Science I mprovement G rants under part BB of title I of the 1968 Act .SAL A RIE SA ND E XP ENSES For necessary expenses, not elsewhere specified in this title, for management and administration of programs within the Office on Violence Against Women, the Office of J ustice Programs and the Community Oriented Policing Services Office, $174,000,000, of which not to exceed $14,000,000 shall be available for the Office on Violence Against Women; not to exceed $130,000,000 shall be available for the Office of Justice Programs; not to exceed $30,000,000 shall be available for the Community Oriented Policing Services Office: Provide d, T hat, notwithstanding section 109 of title I of Public Law 90–351, an additional amount, not to exceed $21,000,000 shall be available for authorized activities of the Office of Audit, Assessment, and M anagement: Provided fu r th er , That the total amount available for management and administration of such programs shall not exceed $195,000,000. GENERAL PR OV ISIONS —D EPAR TM ENT O F J U STI C E SEC. 201. In addition to amounts otherwise made available in this title for official reception and representation expenses, a total of not to exceed $50,000 from funds appropriated to the Depart- ment of Justice in this title shall be available to the Attorney General for official reception and representation expenses. SEC. 202. None of the funds appropriated by this title shall be available to pay for an abortion, except where the life of the mother would be endangered if the fetus were carried to term, or in the case of rape: Provided, That should this prohibition be declared unconstitutional by a court of competent j urisdiction, this section shall be null and void. SEC. 203. None of the funds appropriated under this title shall be used to re q uire any person to perform, or facilitate in any way the performance of, any abortion. SEC. 204. Nothing in the preceding section shall remove the obligation of the Director of the Bureau of Prisons to provide escort services necessary for a female inmate to receive such service out- side the Federal facility: Provided, That nothing in this section in any way diminishes the effect of section 203 intended to address the philosophical beliefs of individual employees of the Bureau of Prisons. SEC. 205. Not to exceed 5 percent of any appropriation made available for the current fiscal year for the Department of Justice Aborti o n. Abortion.
