I NCENTIVE A W ARDS PRO G RAM. —Of the a m ounts appropriated to the L ibrary of C on g ress in this Act , not more than $5 ,000 may be e x pended, on the certification of the Librarian of Congress, in connection with official representation and reception expenses for the incentive awards program. SEC. 1202. R EIM BU RSAB L E AND REVOLVING F UND ACTIVITIES. ( a ) IN G ENERAL.—For fiscal year 200 9 , the obligational authority of the Library of Congress for the activities described in subsection (b) may not exceed $1 34 ,212,000. (b) ACTIVITIES.— T he activities referred to in subsection (a) are reimbursable and revolving fund activities that are funded from sources other than appropriations to the Library in appropriations Acts for the legislative branch. (c) TRANS F ER OF FUNDS.— D uring fiscal year 2009, the Librarian of Congress may temporarily transfer funds appropriated in this Act, under the heading ‘ ‘Library of Congress ’ ’, under the subheading ‘‘Salaries and expenses’’, to the revolving fund for the F E DLI NK Program and the Federal Research Program established under sec - tion 103 of the Library of Congress Fiscal Operations Improvement Act of 2000 (Public Law 10 6– 4 8 1

SEC. 1203. TRANSFER AUT H ORIT Y . (a) IN GENERAL.—Amounts appropriated for fiscal year 2009 for the Library of Congress may be transferred during fiscal year 2009 between any of the headings under the heading ‘‘Library of Congress’’ upon the approval of the Committees on Appropriations of the Senate and the H ouse of Representatives. (b) LIMITATION.—Not more than 10 percent of the total amount of funds appropriated to the account under any heading under the heading ‘‘Library of Congress’’ for fiscal year 2009 may be transferred from that account by all transfers made under sub- section (a). SEC. 1204. ABRAHAM LINCOLN B ICENTENNIAL COMMISSION. Sec- tion 5(d) of the Abraham Lincoln Bicentennial Commission Act (36 U.S.C. note prec. 101; Public Law 106–1 7 3) is amended by stri k ing ‘‘that member may continue to serve on the Commission for not longer than the 30-day period beginning on the date that member ceases to be a M ember of Congress’’ and inserting ‘‘that member may continue to serve on the Commission for the life of the Commission’’.
