( a )E xcept as pro- vided in subsection (b), none of the funds made available to the Architect of the Capitol in this Act may be used to eliminate g uided tours of the United States Capitol w hich are led by employees and interns of offices of M embers of Congress and other offices of the H ouse of R epresentatives and Senate. (b) At the direction of the Capitol P olice B oard, or at the direction of the Architect of the Capitol with the approval of the Capitol Police Board, guided tours of the United States Capitol which are led by employees and interns described in subsection (a) may be suspended temporarily or otherwise sub j ect to restriction for security or related reasons to the same extent as guided tours of the United States Capitol which are led by the Architect of the Capitol. SEC. 2 1 0. L I M ITATIO N ON CERTAIN I NSPECTORS GENERAL AUTHORIT Y TO USE F IREARMS. N one of the funds made available in this Act may be used by the Inspector General of the Architect of the Capitol or the Inspector General of the Library of Congress to purchase, maintain, or carry any firearm. This division may be cited as the ‘ ‘Legislative Branch Appro- priations Act, 2009 ’ ’. D I V ISI O NH — DEPARTMENT OF STATE, FOREIGN OPER- ATIONS, AND RELATED PROGRAMS APPROPRIATIONS ACT, 2009 TITLE I DEPARTMENT OF STATE AND RELATED AGENC Y DEPARTMENT OF STATE ADMINISTRATION OF FOREI G N AFFAIRS DIPLOMATIC AND CONSULAR PROGRAMS ( INCLUDING TRANSFER OF FUNDS ) For necessary expenses of the Department of State and the Foreign Service not otherwise provided for, $5 , 36 0,31 8 ,000, of which $1,11 7 ,000,000 is for W orldwide Security Protection (to remain available until expended), to be allocated as follows

(1) HUMAN RESOURCES.—For necessary expenses for training, human resources management, and salaries, including employment without regard to civil service and classification laws of persons on a temporary basis (not to exceed $700,000), as authori z ed by section 801 of the United States Information and Educational Exchange Act of 19 4 8, $2,118,598,000 to remain available until September 30, 2010, of which not less than $130,637,000 shall be available only for public diplomacy American salaries. (2) O V ERSEAS PROGRAMS.—For necessary expenses for the regional bureaus of the Department of State and overseas activities as authorized by law, $1,548,617,000, to remain avail- able until September 30, 2010, of which not less than Departm e n t ofS tate ,F ore ig n O peration s ,an dR e l ated P rograms A ppropriations A c t, 20 0 9.
